Position Summary

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.

Under the supervision of the Regional M&E Officer(with technical guidance and direction of the Prevention, Care and Treatment Officer), the Quality Improvement (QI) Officerwill be responsible for the management/implementation of all QI activities as well as QI training, mentoring, supportive supervision and other technical assistance activities. S/He will provide continuous quality improvement (CQI) and data use support to project technical staff. S/He will facilitate the collection, collation, analysis of program data and assist data use for quality improvement, design quality improvement plans and lead its implementation. The QI officer thru his/her supervisor will collaborate with ICAP NY headquarters, CDC, implementing partners and DOH agencies/offices to ensure that HIV clinical care services are aligned with acceptable professional standards and DOH mission and vision.

Responsibilities:

  • Provide practical knowledge transfer to facility staff and collaborating stakeholders on how to use CQI methods to improve clinical outcomes.
  • Responsible for day-to-day implementation, monitoring and evaluation of QI initiatives in the region through active collaboration with the designated focal persons of supported facilities and in close collaboration with regional DOH.
  • Build capacity for facility, provincial and regional staff to ensure standardization of CQI implementation.
  • Support site level CQI initiatives with quality assessment, development and implementation of improvement plans, through ongoing mentorship visits and in close collaboration with the regional DOH.
  • Establish structures for delivering CQI activities at facility, provincial and regional level, including CQI management systems, teams, meetings, champions and dashboards for relevant audiences.
  • Form, train and coach facility QI teams to institutionalize and routinely update paper and digital dashboards to visualize outputs and outcomes of QI projects initiated to optimize program performance.
  • Work with data clerks and other project teams to perform data quality checks and regular data quality assessments to ensure the accuracy, validity and completeness of HIV services related data from all data sources.
  • Supervise and support mentors, data clerks and M&E staffs at the facility in HIV data quality improvement, data analysis and interpretation and use of data for performance review and CQI.Monitor progress against the project targets and the HIV care cascade (95-95-95) through monthly facility data reviews and quarterly project reviews.
  • Provide progress reports and participate in ICAP, DOH and stakeholders review meetings.
  • Lead the design, implementation and evaluation of the QI for GSM project in collaboration with CDC and other partners.
  • Contribute to strategic project planning and work plan development
  • Document QI for GSM project training and technical assistance activities and help to produce and disseminate technical reports, guides, manuals, success stories, and other written materials.
  • Facilitate and ensure clear, regular and systematic communication and collaboration between Donors, DOH, and all other project stakeholders in order to achieve country level QIC project objectives.
  • Develop and update project related training and technical assistance activities, including but not limited to: assisting with the design, delivery and management of the QI for GSM training, workshops and any capacity building initiatives.
  • Provide hands-on leadership along with virtual support for face-to-face training and workshops sessions, on site QI coaching and evaluating training sessions, workshops, webinars, and other training projects.
  • Partner with M&E staff for development of M&E systems including indicator development, data collection tools and SOPs, data management systems, data quality assurance policies and procedures, data review and analysis.
  • Prepare QI related data for presentation for a diverse range of audiences.
  • Lead the development, preparation and evaluation of training materials (learning objectives, curricula, lesson plans, slide sets, case studies, etc)
  • Travel to supported facilities as required to help develop the knowledge and skills to plan, manage and monitor CQI standards
  • Perform other duties as assigned

Qualifications

Education:

Advanced degree in Medicine, Public Health, Nursing or related field (MPH or PhD) including experience and/or exposure to and proficiency in: QI, education, training, and/or global health.

Experience:

  • Minimum 5 years of relevant experience and demonstrated expertise in the implementation of health programs in low-resource international settings
  • Minimum 3 years of relevant QI activities in low-resource settings
  • Demonstrated experience in synthesizing and disseminating QI best practices and lessons learned to government officials, implementers and key stakeholders
  • Fluent in English, Filipino and excellent verbal and written communications skills
  • Demonstrated talent in writing technical content and training materials
  • Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results
  • Demonstrated experience strengthening CQI and supportive supervision processes with government partners in their respective regions.
  • Experience in global HIV/AIDS programs strongly preferred
  • Demonstrated proficiency in the techniques of system design, project management, quality improvement and outcomes
  • Demonstrated proficiency in the design, delivery and evaluation of competency-based training
  • Experience in the design, delivery and evaluation of distance education
  • Perform other duties as assigned.

  • Strong computer skills in Microsoft (Word, Excel, Access, Powerpoint)
  • Filipino national
  • Fluent in English and Filipino

Travel Requirements:

  • Domestic travels to project sites/partners as needed.
