Overview of position:

  • The SIERY project aims to enhance economic & social wellbeing for Yemeni, in particular for the poorest & most vulnerable, through strengthening local governance & local economic development across 9 governorates.
  • A key component of the project is the support to implementation of governorate priorities, including but not limited to rehabilitation & / or construction of education, health & market infrastructure.
  • The work is carried out by local contractors through public works project & other entities. The 1st phase includes approx. 60 project sites & it is expected that a similar number of sub projects will start in the 2nd half of the year.

Role objectives: Under the guidance of the Chief Technical Advisor & direct supervision of the Engineer & the National Coordinator Institutional Resilience, the independent engineers will support our partners & ensure that the delivered work is of the expected quality & meets the required standards. Specifically, the engineering consulting services will entail providing monitoring & quality assurance of the civil & electrical works of rehabilitation of schools, govt. priorities sub projects & market infrastructure in 47 districts across 9 governorates in Yemen. Specific tasks & responsibilities include:

  • Develop a tool / process to implement quality control measures for the workmanship, quantity confirmation & meeting the target completion date.
  • Check the work order letter issued by PWP for mobilization of contractor’s personnel & equipment to the construction site with clear cut date for contract commencement & contract completion.
  • Determine the adequacy of the contractor’s personnel & equipment & the availability of materials & supplies to meet the requirements of the project.
  • Regularly visit the sites within the assigned governorate / districts & share with us a monthly visit plan.
  • Monitor the progress & quality of works & prepare status report (including pictures) according to timetable, specification & project plan, ensuring that all is done accordance with the contract documents (technical specs, BOQs & drawings) & the procedures by us.
  • Review & advise implementing Civil Engineer for the material documentation, method statement, health & safety documentation.
  • Identify & notify us & implementing contractors of any defects.
  • Make recommendations to us regarding costs for necessary works not specified in the contract documents, if applicable.
  • Engage with the PWP hired Resident Engineer & the local beneficiaries.
  • Attend meetings as requested by us & provide the factual data on the progress of the work, complexities encountered, or any other project related information.
  • Prepare independent quality report prior to hand over of project site & final payments & share with us. This report in conjunction with the PWP report will be the basis for us to clear the hand over.
  • Review the contractors’ final payments of the implemented works & identify any deviation from the specifications / BOQs.
  • Witness all final performance tests & review completion certificates & acceptance documents for all completed work.

Deliverables:

  • Tool / process & report template to communicate to us on the progress & quality of the work, as well as any issues that require attention (within 1 week of contract start), this will be reviewed by us & finalised for use by all engineers.
  • Regular site visits (at least 2 per site each month).
  • Visit reports detailing the observations & required actions, including photos.
  • Final quality report for each site prior to hand over.

Project reporting:

  • This role will work under the guidance of the Chief Technical Advisor & direct supervision of the Engineer & the National Coordinator Institutional Resilience.

Key competencies:

  • Bachelor’s Degree in the field of Civil Engineering or relevant field.
  • Minimum 5 years of relevant work experience in engineering or related field (if Master’s Degree, this is reduced to 3 years), including understanding of technical drawings & BOQs.
  • Experience in quality assurance & monitoring of construction work.
  • Experience with social, environmental & health standards.
  • Experience engaging with local communities & contractors.
  • Fluency in English & Arabic, both written & oral.
  • Excellent computer literacy excellent communications, report writing & analytical skills.
  • Knowledge & experience in ensuring consideration of construction for people with disabilities.
  • Discretion & sound reasoning in dealing with sensitive matters, ability to independently solve complex & challenging problems.
  • Strong planning & organizational skills, ability to handle planning multiple concurrent projects / activities.
  • Excellent interpersonal skills, ability to establish & maintain effective working relations with sensitivity & respect for diversity.
  • Ability to work under pressure & meet deadlines.
  • Demonstrated ability of analytical & drafting work.
  • Familiarity with computers & word processing (Word, Excel, Power Point).
  • Fluency in English & Arabic languages.
