Role & Responsibilities

Lead a team of qualified technical sector advisors, MEAL Advisors and a Cash Voucher Assistance Advisor to promote excellence in programme design, implementation and institutional programme donor compliance through quality monitoring and empowering and encouraging individuals to deliver quality programmes. The Quality, Accountability and Compliance (QAC) Manager will develop a global, coordinated strategy for deepening and broadening Medair’s technical expertise across all field programmes, while increasing the organisation’s understanding of impact and utilization of new relevant tools and innovations.

In addition, the QAC Manager will contribute to ensuring Medair complies with institutional and similar public donor requirements and track vetting and certification processes. This is a critical role in the International Programmes Department due to the importance of donor reporting in maintaining Medair’s cash flow, ensuring compliance with donor contractual requirements, managing risks arising from non-compliance, and maintaining good external donor relationships.

Project Overview

Medair Global Support Office (GSO) provides operational guidance for country programmes, along with both technical and compassionate support for our relief workers. Within our headquarters and affiliate offices, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes, and to recruit international and GSO staff.

Workplace & Conditions

Global Support Office (GSO) position based in Ecublens, Switzerland with up to 6 weeks travel per year for training, conferences, and other management issues. The possibility of remote working may be considered, conditions apply. Swiss or eligible EU citizens, or those with a valid work permit for Switzerland, can apply.

Key Activity Areas

Manage Quality of Technical programming/sector advisors

  • Develop and implement a technical quality strategy in support of Medair’s 3-year strategy plan.
  • Contributes to the International Programmes Department strategy, operating plan and priorities through the provision of informative systems analysis and reports on institutional donor strategy, compliance and quality performance against targets.
  • Lead, support, enable and line manage a team of technical sector advisors, MEAL Advisors and work with the Senior Roving Programme Funding Manager. Enhance collaboration, multi sectoral strategy & implementation.
  • Enhance the MEAL strategy and develop a coherent approach to its execution with clear communication lines between the three regional MEAL advisor positions, the host countries they are in, and the various other stakeholders. Ensure Medair has a strong culture of learning and adaptation in programme implementation, with all the steps in project cycle management enhanced by good planning and data availability and analysis.
  • Ensure we have good sector workshops led by the various teams of sector advisors.
  • Coordinate, plan and ensure adequate training of sectoral technical expertise across the organisation.

Manage Accountability and Compliance

  • Strengthen Medair’s accountability to affected populations (AAP), ensure the individuals and communities we come alongside are at the centre of all we do.
  • Enable, facilitate, and coordinate the maintenance of high technical quality service delivery to people assisted in crises across country programmes. This includes the oversight of the finalisation and implementation of the quality performance dashboard, IMpact data collection tool development, and provide ongoing review and leadership on new tools and innovations for technical quality, monitoring, evaluation, accountability and learning.
  • Lead on ensuring adequate attention is given to and knowledge increase is achieved in the cross-cutting areas of climate, environment, protection, gender, conflict sensitive programming, nexus…
  • Coordinate intra- and interdepartmentally – linking advisors to appropriate organisational initiatives and reviews.
  • Participate actively as a member of the International Department management team and the Emergency Response Committee.
  • Knowledge sharing and contributing to the sector through encouraging cluster coordination and research initiatives and opportunities.
  • Work together with the Senior Roving Programme Funding Manager ensuring proactive, up-to-date and strong understanding of donors’ regulations and expectations, ensuring these are disseminated across Medair.

Qualifications

  • University degree in the social sciences or a humanitarian-related subject.
  • Excellent English (spoken and written). French desirable.

Experience

  • Minimum of 6 years’ experience working in a humanitarian organisation
  • Demonstrable understanding of grant-based funding agreements, budgets and reports and donor contract management and compliance dynamics.
  • Quality management experience and/or mature knowledge of monitoring and evaluation.
  • Prior MEAL experience and general knowledge of qualitative and quantitative data collection desirable.
  • Strong analytical skills particularly pertaining to risk analysis at the project- or organisational level.
  • Experience in designing and delivering training to culturally and geographically diverse audiences.
  • Strong computer and IT skills, including basic MS Office applications, internet-based research and navigation, use of databases and/or data entry systems.
  • Knowledge of humanitarian context.
  • Knowledge and awareness of Medair’s strategic objectives and international operations.
  • Experience working with major government and multilateral donors and interpreting/implementing compliance with their regulations.
  • Knowledge of Humanitarian Essentials, Sphere and CHS Standards and other international humanitarian guidelines and protocols.
  • Line management experience. Excellent communication and negotiation skills.
  • Problem solver, dynamic, mature. Strategic thinker.
  • Knowledge and experience of change management.
