Type of Appointment: Special short-term graded, nine months with possibility of extension

Context:

Under the direct supervision of Senior Programme Development & Donor Relations Officer, and in close coordination with relevant units including Media and Public Information Specialists at the Regional Office in Cairo and HQ, the Public Information Officer will be responsible in supporting IOM Libya Country Office (CO) with reporting and implementation of internal and external communication and media-related activities.

The Public Information Officer will support the Programme Development and Support Unit (PDSU) to deliver/proofread/present the CO’s communications material to the public audience, including media and donor community.

Core Functions / Responsibilities:

  1. Assist in reviewing and editing activity reports, media reports and documents prepared by various units of CO for internal and external distribution.

  2. Provide technical inputs to the CO’s management, media Focal Points and other staff in the CO on media, public information, event management, visibility, media and communication issues.

  3. Contribute to the update and implementation of the public information strategy for Libya CO to prominently position the organization as a lead humanitarian agency with donors, partners, media agencies and the Libyan public.

  4. Provide content and other information inputs in relation to the visibility of IOM and its work in Libya.

  5. Draft, edit and disseminate public information material and reports including press releases, videos, feature stories, infographics, factsheets, weekly and monthly newsletters, brochures within the CO, to other IOM COs HQ, and to external sources, including donors, United Nations (UN) agencies, government counterparts and other interested stakeholders.

  6. Liaise closely with the relevant units to regularly update CO’s documents, such as newsletters, periodic reports, information sheets, brochures, PowerPoint presentations and other written reports and materials on IOM programmes and events.

  7. Generate timely and engaging content and regularly update communication platforms including the Country Office website and social media outlets (Facebook, Twitter, etc.).

  8. Contribute to the inclusion of appropriate gender awareness in all communications of Libya CO.

  9. Ensure community engagement and beneficiary feedback is included in projects by supporting IOM’s Community Response Map as a monitoring and evaluation tool.

  10. Provide information and inputs to field and programme staff in the Sub-Offices on public information issues.

  11. Liaise with media, partners and government counterparts on the CO’s work, community activities, events and human interest and migration stories.

  12. Participate in key mission events and workshops and undertake duty travel to field offices, as needed, in order to acquire material, including photographs, videos and stories of work being undertaken by the field, that would promote IOM with donors and governments.

  13. Build internal public information and multimedia capacity.

  14. Monitor local and international media and news and bring to the management attention any publication concerning migration.

  15. Review and communicate specific information with local and international media in Arabic and English.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Media Communications, Journalism or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in technical writing, proof reading and editing, preferably in the international development, migration, human rights, labour rights, or public policy sector is required.

Skills

• Strong organizational and time management skills;

• Ability to work in a multi‐cultural environment and respect diversity;

• Teamwork oriented but with a capacity to work independently;

• Excellent writing and communication skills;• Proficiency in Arabic or French is desirable; and,

• Computer literate.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is based in Tunis, Tunisia; with possible relocation to Libya if and when the situation is conducive.
