Program Summary:

Project HOPE is providing humanitarian assistance to internally displaced and conflict-affected persons throughout Ukraine, as well as support to refugees in Poland, Romania, and Moldova. The portfolio in Ukraine focuses on Health, Protection, and WASH programming in partnership with two local NGOs, with private funding and support from USAID/BHA.

This position will be based in Dnipro/East, Ukraine. Local Nationals Only

POSITION SUMMARY:

Public Health Specialist will provide technical assistance on Project HOPE programs and Support to the Ministry of Health, National Public Health Centers, and other Ukrainian Government Entities, as required. This position will require close collaboration with the Government of Ukraine, civil society organizations, and other donor organizations.

PRINCIPAL RESPONSIBILITIES:

The responsibilities of the Public Health Specialist will include providing technical expertise to the following:

1. Support to program development and planning

  • Support and contribute to the preparation, design and updating of the situation analysis for the sector(s) to establish a strategic plan for development, design and management of public health-related programs. Keep abreast of development trends to enhance program management, efficiency, and delivery.
  • Participate in strategic program discussions on the planning of health programs. Formulate, design and prepare a sector of the health program proposal, ensuring alignment with Project HOPE’s strategic plan.
  • Establish specific program goals, objectives, strategies, and implementation plans based on results-based planning terminology and methodology. Prepare required documentations for program review and approval.
  • Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results.
  • Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programs/projects with other Project HOPE initiatives and achievement of results as planned and allocated.

2. Program management, monitoring and delivery of results

  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators, and measurements to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in health programs.
  • Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
  • Prepare and assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in program management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Monitor and verify the optimum and appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
  • Prepare regular and mandated program/project reports for management, donors and partners to keep them informed of program progress.

3. Technical and operational support to program implementation

  • Provide technical guidance and operational support to government counterparts, NGO partners, and other partners/donors on the interpretation, application and understanding of Project HOPE policies, strategies, processes, and best practices and approaches on health-related issues to support program development planning, management, implementation and delivery of results.
  • Participate in discussions with national partners, clients and stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health, child survival and development, health system strengthening, mental and adolescent health.
  • Draft policy papers, briefs and other strategic program materials for management use, information and consideration.
  • Participate in emergency preparedness initiatives for program development, contingency planning and/or to respond to emergencies in country or where designated.

4. Innovation, knowledge management and capacity building

  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable program results.
  • Keep abreast and conduct research to provide evidence for implementation of best and cutting-edge practices in health.
  • Assess, institutionalize, and share best practices and knowledge learned.
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programs and projects.
  • Organize and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on health-related programs/projects.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Public Health or related field. Master’s Degree preferred.
  • Minimum 2-3 years relevant work experience in the area of public health program or community health interventions/ policy implementation in the humanitarian sector.
  • High level of experience in Ukrainian Medical System is a competitive advantage.
  • Ability to grasp Health Needs in a constantly changing war context.
  • Savvy intuition on which institutions and stakeholders to go to in order to get information on Health situations in any specific region or in Ukraine in general.
  • Strong analytical and decision-making skills.
  • Leadership, people management and development.
  • Strong teamwork, cooperation capacities and keeping key players informed.
  • Demonstrate experience with different donors’ compliance and reporting.
  • Fluent knowledge of Ukrainian and English (Upper-intermediate or higher; interview conducted in English).
  • Essential computer literacy (word, excel, PowerPoint and internet). Familiarity with Statistical programs, Analytics and Data visualization tools would be an advantage.

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
