Public Health Policy Researcher

Connecting Research to Development

Job Summary:

Responsible for managing the development, implementation, monitoring, impact and evaluation of the public health and policy programs, working in collaboration with other staff members of CRD.

RESPONSIBILITIES

Strategic Leadership:

  • Lead the conceptualization, design and implementation of research, capacity building and policy engagement programmes on public health and other related topics.
  • Keep abreast of complex and fast-changing public policy debates and monitor emerging global trends to ensure CRD policy positioning on policy is responsive to the latest developments.
  • Identify opportunities where CRD may be able to have influence and become engaged to bring about change in line with the programmes strategy.

Development of Initiatives:

  • Building on policy research and networking, develop proposals for the CRD’s consideration for initiatives to support the achievement of programme objectives.
  • Assist and collaborate with colleagues leading other programmes to identify synergies between programmes and opportunities for collaboration.

Policy Analysis and Reporting:

  • Conduct policy research evidence syntheses and translation into policy-oriented advocacy materials and accountability tools
  • Track and monitor progress against objectives and impact within the programmes, providing written contributions to CRD’s regular impact reporting cycle.

Other Responsibilities:

  • Contribute to a positive and supportive working environment for the programme team.
  • Manage consultants providing advice to CRD.
  • Build capacity in translation, dissemination, and use of research evidence for policymakers and other stakeholders at national and regional levels.
  • Undertake other duties as required by CRD management.

CANDIDATE PROFILE AND QUALIFICATIONS

We are looking for an experienced, senior public health policy researcher with at least 10 years of relevant experience.

They must be analytical, collaborative, flexible, adaptive and energetic, and committed to the mission and values of CRD. Candidates should possess a high level of personal initiative, have the ability to think strategically and lead initiatives and manage all relevant aspects of implementation. This role calls for the following experience, skills and qualifications:

  • Post-graduate degree in public policy or other related field with international experience;
  • In-depth knowledge of current emerging issues globally with a focus on the Middle East and North Africa (MENA) and eastern Europe regions;
  • A track record of developing strategies, leading policy development and implementation of programme plans and activities, and achieving results;
  • Experience in serving high-profile individuals, and collaborating with a range of organizations, to develop and influence policy;
  • Flexibility and willingness to work in a collaborative team;
  • Confident in managing conflicting priorities and deadlines, and the experience and capabilities to handle high ambiguity and pressure successfully;
  • Analytical, research and communication strengths, with the ability to understand, interpret and present complex and sensitive information from a variety of sources to high-level and public audiences;
  • Excellent written and spoken English, including writing and editing documents for high-level audiences. Fluency in Arabic or other languages is desirable;
  • A strong commitment to ethical leadership and upholding, promoting and practicing CRD’s vision, mission and values.
