Oxfam is a global movement of people working together to end the injustice of poverty.

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) has been established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries.

The PMU will be led by an Operational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding.

Poland / Romania / Moldova Programmes.

Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries. The response is strongly driven by the protection needs of refugees and the need for national organisations and authorities to be supporting in scaling up for the refugee response, delivering quality protection support, as well as advocacy for the rights and protection of all refugees and people on the move needing protection.

The Role

  • To liaise, assess and implement with local actors (National and local organisations/municipality/ WASH service providers etc.) the Water and Sanitation component of the Oxfam’s Ukraine Humanitarian needs assessment and launch of first-phase response.

Job Type: Fixed Term, 6 months

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • Participate in technical assessment of water, sanitation and heating infrastructure.
  • Liaise with local authorities and communal enterprises on their needs and develop projects with them.
  • Engage with community members to understand their needs.
  • Create specifications, descriptions of goods and services, and work with the logistics team to ensure they are procured.
  • Quality monitoring of water and sanitation works implementation
  • Contribution to the creation of technical documents for engineering work.
  • Where required, contract supervision and validation
  • Coordination with logistics and finance teams
  • Coordinate activities with other component of Oxfam humanitarian response, especially hygiene promotion, protection and social protection / food security & livelihood.
  • Propose to the PHE lead activities and adaption to projects based on identify needs.
  • Take part in ensuring that Oxfam’s response is sensitive to the needs of different genders, and to ethnic minorities
  • Ensure all work is carried out in a safe manner.

Experience, Knowledge & Competencies

ESSENTIAL

  • Civil Engineer with a specialisation in water, sanitation, heating or environment
  • Knowledge of water and sanitation stakeholders in Ukraine
  • At least 5 years’ experience supervising water and sanitation works
  • Ukrainian and English language
  • Sensitive to the needs of different genders

Desirable

  • Experience working in the humanitarian sector.
  • At least 2 years’ experience in designing potable water pipe network, sewage pipe system, pumping system, potable water treatment system (reverse osmosis, filtration, settling tank, chlorination and other chemical dosing system), and / or fecal sludge management and treatment processes, and/or district heating projects.
  • Contract management experience
  • Knowledge of supply chain in the domain of water and sanitation system
