Organisational context

PSP has been operating for over 10 years, working globally with different UNHCR regional and country offices and conducting a variety of activities to fulfill one simple primary purpose: maximize private sector funds while spreading awareness and advocating for a greater understanding of the refugee story, growing a global community in support of refugees and UNHCR.

Within PSP, the Global Operations Unit coordinates the Annual Planning process and consolidates, analyses and reports on performance across the fundraising network. The Global Operations Unit supports the PSP network of Offices and National Partners in monitoring implementation and fundraising performance. The team is also responsible for managing the National Growth Fund (NGF), the main source of investment in private sector fundraising programs. The PSP Officer (Monitoring) will deliver critical analysis and new insights to inform both strategic and operational decision-making within PSP.

The position

Reporting to the PSP Officer (Planning), the PSP Officer (Monitoring) will leverage the power of data to contribute to the identification of conclusions, facts, and trends to ultimately support PSP’s goals and objectives. The PSP Officer (Monitoring) will be responsible for tracking the budget, forecasting financial needs, monitoring, and reporting outcome data and tracking compliance to UNHCR policies and regulations. The PSP Officer (Monitoring) will ensure the processes of planning, reporting, forecasting, and resource allocation are running smoothly and efficiently, conducting a full lifecycle analysis and pinpointing areas of inefficiency. The PSP Officer (Monitoring) will develop analysis and reporting capabilities, will monitor performance and will develop quality control plans to identify improvements and opportunities across the PSP network. Furthermore, the PSP Officer (Monitoring) will yield results forecasting and prepare PSP for resource adjustments needed in the short, medium, and long-term.

Duties and responsibilities

Under the overall supervision of the PSP Officer (Planning), the PSP Officer (Monitoring) will:

  • Lead on ongoing initiatives related to verification of results and investments executed by operations in the PSP network.
  • Monitor Operations’ key performance indications related to Cost of Fundraising Operations, Return on Investment, and other relevant metrics.
  • Analyze and interpret core key data to identify trends, patterns, costs saving opportunities and efficiency gains.
  • Monitor trends in National Partner investment, self-investments and local expenditure, and make recommendations for required adjustments.
  • Document and report on PSP’s Planning and Reporting timeline and recommend necessary actions to improve overall progress.
  • Review and monitor investments allocated to the PSP network and raise critical questions.
  • Prepare and deliver training and learning materials for colleagues across the PSP network, including new staff members, through both group and individual sessions.
  • Participate in establishing and/or improving processes and adopting best practices, including sharing skills and knowledge within the team and across the broader PSP network.
  • Contribute to building data analysis and insights capacity across the PSP network. Work with management to prioritize information needs and locate and define new process improvement opportunities.
  • Contribute to planning, reporting, monitoring and review exercises, as per the Global Operations Unit’s needs.
  • Perform other related tasks and duties as required.

Essential minimum qualifications and professional experience required

The ideal candidate will possess the following qualifications: –

Education

  • A university degree in one of the following: Data Science, Information Management, Finance, Economics, International Relations, Business Administration, Information Technology, or a related discipline.

Work Experience

  • Six years (or 5 years for master’s degree holders) of work experience with the relevant university degree is required, with at least 3 years of experience in data analysis, business analysis or a reporting role. Experience with process improvement will be beneficial.
  • Previous work experience with fundraising or in fast-moving consumer goods is strongly preferred. Exposure to and knowledge of the UN system, preferably with UNHCR or another UN Agency, is an asset.
  • Demonstrated knowledge of and experience in quantitative and qualitative analysis of datasets. Strong Excel skills are required.
  • Experience in financial planning and reporting is desirable.

Key Competencies

  • Computer proficiency: advanced experience using Microsoft Office Suite, Word, and PowerPoint to build and present scenarios and fact-based analysis to support decision-making. Experience with Microsoft 365 and SharePoint is preferred.
  • Proven ability to work independently and effectively and handle multiple priorities in a fast-paced environment. Ability to work confidently under pressure to deadlines.
  • Adept at queries, report writing and presenting findings. Excellent analytical abilities with expertise to collect, organize, analyze, and disseminate significant amounts of information with attention to detail, accuracy and future-oriented.
  • Effective oral and written communication skills, with the ability to convey technical findings and insights to key stakeholders.
  • Dynamic and enthusiastic and excellent research.
  • Writing, organizational and time management skills.
  • Attention to detail, with strong problem-solving and follow-up skills.
  • Proven ability to manage confidential information.
  • Experience working in a multi-cultural environment and good interpersonal skills. The successful candidate will be a keen team player.
  • Fluency in written and spoken English is required, knowledge of another UN language is preferable.

Location

This is a home-based position.

Conditions

This position is a full-time role starting from 8.30am to 5pm Monday to Friday (40 hours per week).
