Organizational Setting and Work Relationships

The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for refugees. UNHCR have developed a $1 Billion Private Sector Fundraising Strategy 2018-2025. This strategy focuses on both Individual Giving and Private Partnerships and Philanthropy (PPH) and identifies priority fundraising markets and regions.

This role will operate within the Digital Marketing, Data and Analysis team (DMDA) which is part of the Supporter Engagement Section (SES), which sits in the Private Sector Partnerships (PSP). UNHCR PSP has designed a long-term scalable solution stack of CRM system, ecommerce solution, marketing automation system, web analytics (Google Analytics 360), Google Cloud data warehouse and advertising platforms including Google Marketing Platform to streamline the different functions of fundraising across all Private Sector Partnerships (PSP) markets contributing to UNHCRs $1 billion per year fundraising goal. The solution aims to optimize analysis, marketing, personalisation, conversions, acquisition, engagement, and retention programs, as well as facilitate donor relation management and communication.

The solution stack offers a fully integrated digital ecosystem combining a set of tools and platforms delivering a harmonized environment to ensure efficiency of operations, avoid replicating cost and efforts to develop local solutions with similar functions.

As the data marketing ecosystem is growing the Digital Marketing Team and Private Sector Partnership service are increasingly using data to inform business decisions and optimize marketing activities, performance and analysis.

This role will work with key stakeholders at HQ and in the PSP national offices towards a digital-first data driven approach through advice, development and implementation of best practice fundraising analytics and data infrastructure with cloud-based data warehouse and analytics platform in the cloud and digital analytics data collection systems across our multiple HQ tech architecture. Operational Context

The Data and Analytics Officer will act as a point of contact for Senior Management and and internal stakeholders, ensuring the needs of the various teams and stakeholders are kept at the forefront, supporting the process for gathering requirements and ensuing we put in place adequate communication plans to our markets and other internal stakeholders on the agreed projects and work areas.

In addition, this role is expected to understand the complexities of the various integrations and technical platforms forming part of the HQ digital technical stack. The individual will be responsible for planning and defining work streams and roles building on the strong foundation of what has been put in place already with our internal project teams and external suppliers, establishing delivery frameworks and driving new features through full development lifecycle. For example, GA4 and projects around preparation for a cookie less world.

Duties and Responsibilities

Global Cloud Platform (GCP) /Big Query/data marketing ecosystem

  • Manage UNHCR PSP marketing data lake infrastructure in Google Cloud Platform (GCP) and be the expert in the organisation in how to use Google Cloud products for fundraising reporting, analysis and audience building, supporting the PSP data strategy vision of data driving fundraising decisions globally and locally.

  • Update and maintain all production technologies ensuring proper maintenance and installation.

  • Standardise global tracking and analytics via Google Tag Manager and Google Analytics and other sources of data to enable global reporting and analysis and provide documentation on tag implementation.

  • Deliver Proof of Concepts for new Solutions on GCP.

Training and Capacity Building

  • Advise and guide internal stakeholders how to setup data pipelines from their source systems to GCP.

  • Arrange vendor trainings to upskill GCP super users.

  • Organising and running training sessions to upskill internal and external stakeholders on our internal HQ tech stack.

Project Management and supplier management

  • Provide advice, training, capacity building and support on tracking implementation, analytics best practices, optimization strategies and analytics innovations.

  • Translate business requirements into secure scalable and reliable cloud solutions.

  • Plan and identify solutions and risks in all projects from design to deployment.

  • Analyze, plan and develop requirements and standards in reference to scheduled projects.

  • Account management and focal point for vendors and suppliers supporting the GCP systems.

  • Determine and define clear deliverables, roles and responsibilities for responsible projects or initiatives and ensure oversight and delivery.

  • Responsible for identifying, clarifying, and communicating the vision(s) and/or objective(s) of projects and show how they fall in place with, enhance, or inhibits such vision(s) and/or objective(s).

  • Project manage analytics platforms and technology efforts setting organisation-wide best practices and processes.

Technical Support Services

  • Provide technical expertise and ownership in the diagnosis and resolution of issues including workaround solutions and escalate across teams as needed.

  • Build and support continuous integration (CI), continuous delivery (CD) and continuous testing activities.

  • Manage data governance by maintaining data dictionaries and KPI metrics, data transformations aligned with business rules, user access and permissions across all data sources.

  • Setup and monitor data ELT pipelines from marketing stack source systems to GCP for the global group of markets, and pipelines with enriched data from GCP back to source systems.

  • Develop integrations between GCP and marketing stack systems.

  • Supervise data quality monitoring and work necessary to improve data quality and solve issues.

  • Oversee development of applying data science to support data driven fundraising.

  • oversee and manage UNHCR Google Analytics 360, Google Tag Manager and Google Optimize accounts.

  • Standardise Google Tag Manager tagging across all digital collateral, supporting and advising developers and agencies at HQ and in the national offices on tag implementation best practices, including e-commerce tagging and Google Analytics set-up.

  • Ensure regular auditing and the implementation and performance of tracking tags across all national websites, donation pages and marketing activities and ensure consistency of tracking and reporting is implemented.

  • Provide oversight and manage of documenting tracking implementation specifications for developers and tag management platform.

  • Perform other related duties as required.

Essential Minimum Qualifications and Professional Experience Required

  • 5 years relevant experience with Graduate degree or

  • 4 years of relevant experience with Doctorate degree

Relevant Job Experience

Essential

  • Working knowledge of web development technologies (HTML, JS, CSS).

  • Strong analytical background across both digital media and non- media eg. web analytics, attitudinal survey data, experimentation and testing, competitive analysis.

  • Advanced experience with ad tracking technology. Advanced skills in Microsoft Excel and other data analysis tools and stats packages.

  • Able to analyse and interpret large amounts of data and communicate clear actionable conclusion.

  • Strong interpersonal skills and ability to establish and maintain effective working relationships with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Location and Conditions

The successful candidate will be based with the team in the UN City in Copenhagen, Denmark. The position is a full-time role with 40 working hours per week, from 8.30am to 5pm Monday to Friday. The start date is to be determined in accordance with the measures adopted by the Danish government and the guidance of UNHCR regarding the COVID-19 situation. Depending on the circumstances, there is a possibility the successful candidate will perform certain duties remotely and/or from at home.
