With this consultancy, OCHA aims to achieve the following results/deliverables: (i) CBPF guidance documents and relevant database features are updated to reflect latest PSEA policy requirements; (ii) training sessions and supporting materials on PSEA and AAP developed and delivered for HFUs and CBPF partners and other stakeholders; (iii) review and lessons learned on PSEA funding conducted; and (iv) tools and templates developed to managed SEA incidents and share information with donors/OCHA leadership.

Duties and Responsibilities

The 2022 Global Guidelines for CBPFs set out ambitious provisions to equip OCHA with the tools it needs to uphold the UN PSEA standards vis-à-vis its implementing partners. Operationalizing such provisions will require extensive work.

This consultancy will primarily focus on assisting with the rollout of the enhanced PSEA provisions for CBPFs, as outlined in the revised 2022 CBPF Global Guidelines. This will include the development of adequate systems to support the enhanced requirements; ensuring that CBPF Humanitarian Financing Units (HFUs) in the field have the capacity to implement the requirements; and promoting understanding of such requirements and procedures amongst CBPF existing and prospective partners.

Under the supervision of the Head of the Oversight and Compliance Unit (OCU), the consultant will have the following duties and responsibilities:

  1. Incorporate new PSEA requirements in existing CBPF guidance documents (internal SOPs, partner guidance notes, Grant Agreement templates, etc.)
  2. Develop adequate systems to support the enhanced requirements (e.g., tailored features in Grant Management System, UN Partner Portal, etc.)
  3. Develop and facilitate training sessions for HFUs on CBPF PSEA requirements.
  4. Develop a toolbox for HFUs on managing incidents of SEA, based on SEA SOPs (e.g., checklists)
  5. Analyse and review SEA information sharing requirements by CBPF donors and advise on required changes to existing information sharing practices.

In collaboration with the Effective Programming and Partnerships Unit (EPPU):

  1. Develop training sessions for HFUs to conduct with relevant stakeholders (CBPF partners/sub-partners, clusters/sectors, inter-agency PSEA networks) on CBPF PSEA requirements, including supporting the improvement of AAP mechanisms and practices to adequately capture PSEA.
  2. Support the development of specific guidance on AAP and PSEA for HFUs.
  3. Conduct a review and lessons learned exercise of CBPF funding to PSEA activities.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Five years of relevant experience in humanitarian assistance and/or development practice, in the UN and/or NGOs in the prevention and management of SEA is required. Demonstrated understanding and experience in developing guidance and training materials on PSEA is required. Strong analytic and writing skills.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable.
