Job Description

Amentum/Macfadden is seeking a PSC Recruiting & Contracts Operations Manager to support USAID’s Bureau for Humanitarian Assistance (BHA) in Washington, DC.

USAID’s Bureau of Humanitarian Assistance (BHA) leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. Macfadden serves as an Institutional Support Contractor to USAID, where day-to-day work assignments and oversight are provided by BHA office directors, deputy office directors, or technical leads, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

The PSC Recruiting & Contracts Operations Manager will provide support to the PSC Recruiting & Contracts Manager, Deputy Managers, Portfolio Leads, and Recruitment/Contracts staff. BHA’s PSC Recruiting & Contracts Team manages the PSC pre-award and post-award contracts process, helping USAID/BHA recruit, hire, and contract outstanding experts to perform the challenging mission of responding to diverse types of disasters around the world. USAID/BHA’s talent needs constantly change as new disasters occur. The PSC hiring mechanism allows USAID/BHA to contract with individuals who have the expertise the office needs. The PSC Recruiting & Contracts Team, in accordance with US Government procurement regulations, prepares and posts PSC job solicitations, receives job applications, and assists USAID/BHA throughout the recruitment and contracts process to evaluate, interview and select candidates to be contracted by USAID/BHA under the PSC hiring mechanism.

The PSC Recruiting & Contracts Operations Manager plays a key role throughout the PSC pre-award and post-award contracts process, which is managed in accordance with US Government procurement regulations and the Procurement Integrity Act. The PSC Recruiting & Contracts Operations Manager reports directly to the PSC Manager and assists with various tasks across the team as outlined below.

The PSC Recruiting & Contracts Operations Manager is responsible for planning, organizing, and strategizing the daily operations and routine staffing plan. This includes, identifying process improvement strategies, providing staffing reports (HASC Contracts and Recruiting Actions) and training plans, conducting PSC Orientations, and PSC Staff Logistics. Training intra-team and external stakeholder reporting coordination. Identifies and analyzes potential bottlenecks and develops effective risk mitigation plans to eliminate or minimize the risk to the PSC team and Office of Acquisition and Assistance stakeholders. Review the process of submission of packages to the Client and propose any changes therein to improve quality control and quality assurance.

The PSC Recruiting & Contracts Operations Manager will:

  • Work closely with PSC Manager to oversee activities for the PSC Unit and ensure all operations run smoothly and align with quality standards.
  • Develop training modules, conduct training sessions, and provide cross-team learning opportunities.
  • Identify potential problems and work to find solutions to maximize quality and efficiency.
  • Develop process improvement strategies and identify opportunities to expand or shift course to respond to the ever-changing needs of BHA.
  • Identify and analyze potential bottlenecks and develop effective risk mitigation plans to eliminate or minimize the risk to the PSC team and Office of Acquisition and Assistance stakeholders.
  • Create and maintain staffing reports and other ad hoc reports as requested by the PSC Manager.
  • Conduct new hire orientation for members of the PSC team and oversee team logistics.
  • Review packages submitted to the client and perform quality control checks to ensure that all recruiting, and contract documents are error-free and accurate.
  • Propose ways in which PSC recruiting and contracts can be improved and/or processes can be streamlined.
  • Participate in trainings and other opportunities as relevant to the position and role.
  • Perform other duties as assigned.

REQUIREMENTS

  • Must be able to obtain and maintain a minimum of a Facility Access Clearance (FAC) or Secret Security Clearance issued by the US Government for the duration of your employment on this contract.

Education/Experience:

  • Must have at least 6 years of related experience with a Master’s degree, 8 years of related experience with a Bachelor’s degree, or 10 years of related experience without a degree. Additional advanced degrees may be used to replace years of experience.

  • Requires exceptional communication skills (written and verbal) in English, including but not limited to:

    • Taking clear, accurate and comprehensive notes during fast-paced meetings or candidate interviews. Writing business emails.
    • Drafting memos, contracts and other documents for review.
    • Facilitating dialogue to move processes forward.
  • Must have advanced skills with Microsoft Office, (Word, Outlook, Excel, PowerPoint, etc.) and Google Applications such as Gmail, Gchat, google calendars, google drive, etc., and internet applications.

  • Must be able to learn quickly and complete tasks independently and in a timely and efficient manner.

  • Requires the ability to multitask, balancing priorities and communicating with various clients.

  • Must have strong customer service skills and experience with various approaches to problem solving.

  • Requires demonstrated experience and ability to interact with a wide range of colleagues throughout the organization.

  • Requires an extreme attention to detail and minimal errors and is very organized and reliable.

  • Must be able to maintain focus in a fast-paced environment, maintaining a calm, friendly, helpful, and mature attitude while under pressure and be able to shift priorities when needed.

  • Must be able to build strong relationships with staff, supervisors, manager, and client.

  • Requires effective facilitation skills for guiding recruitment technical evaluation committee meetings.

  • Must be able to work independently and proactively to finds ways to be helpful even when not asked.

  • Must have an eagerness to grow and learn while playing a vital role supporting USAID/BHA’s mission to provide life-saving assistance around the world.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
