Japan Platform

1. Preamble:

The Japan Platform (hereinafter referred to as “JPF”) is an international emergency humanitarian aid organization which offers the most effective and prompt emergency aid in response to humanitarian needs, focusing on issues of refugees and natural disasters. JPF conducts such aid through a tripartite cooperation system where NGOs, business communities, and the government of Japan work in close cooperation, based on equal partnership, and making the most of the respective sectors’ characteristics and resources.
JPF serves as an intermediary support organization providing various types of assistance to member NGOs in Japan to deliver quick and comprehensive aid on their own. JPF has supported aid activities of 45 member NGOs, each with its own set of diverse strengths. It has delivered humanitarian assistance to 55 nations and regions about 1,500 projects, with a total financial contribution of 60 billion yen. JPF has built a strong reputation based on trust by promoting cooperation among private sectors and NGOs and by accurately reporting all its activities. Established in 2000, JPF has been providing emergency relief in conflict affected countries as well as disaster-stricken regions including South-Sudan, Syria, Iraq, Afghanistan, Yemen, Bangladesh, Ukraine, and others. To ensure the quality of the assistance and promote accountability, JPF is seeking qualified Monitoring and Evaluation specialists. 2. Scope:

In 2021, the Japan Platform Standing Committee decided to reorganize the allocation of its funding, which has been stretched thin across various parts of the world due to the increasing number and severity of crises. In light of the deepening humanitarian crisis in the region and the significant poverty exacerbated by the COVID pandemic, discussions are ongoing to carefully assess the limited financial budget and the number of crises that JPF can support in the coming year. As part of these discussions, it has been proposed to cease JPF funding to the region starting from the fiscal year 2024 (April 2024). Based on ongoing discussions, the year 2022 has been identified as the phase-out year for assistance targeted for the region. Member NGOs have been encouraged to plan and accelerate their activities to build internal capacity and resilience of the community and beneficiaries within the scope of JPF activities. However, this has proven challenging alongside delivering planned activities within the set timeframe. As part of its regular monitoring and evaluation activities, JPF has decided to include activities to complement these efforts and provide opportunities for capacity building with long-standing local partners and/or local staff from Campaign for Children from Palestine, Peace Wind, PARCiC, and Save the Children Japan.

During the first round of discussions at the Tokyo level to identify areas of interest, three indicators were presented from JPF’s strategic framework (working document) on localization. These indicators include: improved understanding of humanitarian standards, opportunities for knowledge sharing and exchange among actors, and the ability of local partners to apply for and acquire funding independently. Some member NGOs expressed interest in resource mobilization and fundraising, which may involve developing institutional strategies, diversifying marketing tools, improving proposal writing quality, and developing key messages and communication tools for donors.

3. General Objective:

The resource mobilization landscape is rapidly changing, and strategies and plans that worked a few years ago may no longer be applicable. This training workshop is designed to respond to the resource mobilization strategies and needs of organizations and equip staff with the necessary tools, skills, and approaches to achieve measurable impact. It is important for organizations to recognize that resource mobilization is a part of marketing their partner institutions. Designing and implementing a resource mobilization strategy requires competence and skills.

4. Specific Objectives:

  • Equip staff responsible for resource mobilization/fundraising with tools, skills, and approaches to create conditions for successful resource mobilization, expand access to diverse sources of donor resources, and improve long-term organizational resource sustainability.
  • Build and enhance the confidence and skills of those responsible for resource mobilization/fundraising to design and implement results-oriented and measurable resource mobilization strategies for funding programs.
  • Identify practical strategies for planning and running impactful resource mobilization and fundraising campaigns.
  • Enhance the capacity of staff to provide more effective leadership in the resource mobilization function.
  • Demonstrate competencies to evaluate and audit resource mobilization outcomes.

4. Expected Outputs: By the end of the training, participants should have achieved the following:

  • Renewed group mapping of resource mobilization opportunities for Gaza, reflecting an understanding of trends and the nature of funding environments.
  • Each organization-specific resource mobilization strategy.
  • Each organization will have developed a pitch, key messages, and communication tools for donors.
  • Each organization will have an action plan for implementing the resource mobilization strategy developed during the workshop.
  • Each organization will have a donor tracking tool and partner analysis tool.
  • Each organization will have a model/product validation tool.

5. Qualifications Required and Specifications on the Training: Understanding of the regional resource mobilization context is prerequisite.

Modality: Online

Delivery Format: Workshop, coaching, learning material provision, and/or combination of these.

Training Date: Within July 2023 or latest early August 2023

Duration: The trainer needs to propose the duration at the cover letter.

Participants: 7 to 9 staff members from 3 international and community-based organizations (CBOs) in Gaza Strip, Ramallah, Jerusalem (including 2 members from the External Relations and Fundraising Department and 2 members from the Programs and Projects Department, as well as one Program Director)

Language of the Training: The training will be held in English. However, the Arabic language will be an asset.

Budget Ceiling: $5,000 USD
