CARE International in South Sudan with funding from Swiss Agency for Development and Cooperation is implementing “The Breaking the Silence Against Gender-Based Violence: Strengthening the voices of women, girls, boys and men in reporting GBV incidents by addressing the barriers and gaps in GBV response in Torit and Ikwotos Counties, Eastern Equatoria” project. This is a two (2) years project (2020 – 2022) with the main goal of creating a safe and conducive environment for reporting GBV incidents and accessing lifesaving GBV services and GBV-related health services in Torit and Ikwotos with a focus on vulnerable female survivors of GBV. CARE recognizes that GBV is inextricably linked to gender inequality and violation of human rights and it is the women, girls and children who are disproportionately affected as they are the main victims in these cases. However, it is challenging to achieve greater impact and impossible to extend the support unless the barriers to reporting are addressed.

CARE South Sudan has been working with local women’s leaders, women’s rights organizations and their networks, community protection committees, local authorities, other GBV partners and humanitarian actors to provide multi-sectoral GBV services with survivor-centered approach and advocating for quality GBV programming and mainstreaming in the humanitarian sector. The study will explore the underlying barriers to GBV disclosures and help-seeking behaviors. The study will also explore possible changes in help-seeking behavior during crises such as COVID-19, localized conflict or civil unrest. The learnings, findings and recommendations will be shared in wider groups and used for evidence-based advocacy to promote access and awareness to safe and survivor-centered GBV services; to promote gender-transformative health system as well as address the barriers of reporting and breaking the culture of silence around GBV.

The objectives of the study are to:

  • To identify and document the channels (formal and informal) used by survivors of GBV to disclose their experience/seek services in Torit and Ikwotos
  • To identify the institutions and actors (formal and informal) to whom GBV survivors tend to disclose cases in Torit and Ikwotos
  • To assess the level of the community’s awareness of and access to available GBV reporting channels, specialized GBV services (including health) for GBV survivors.
  • To identify the socio-cultural practices, norms and attitudes that encourage or dissuade survivors from disclosing, reporting or seeking services for GBV incidents.

· To identify and document key challenges in disclosing, reporting or seeking services or GBV incidents.

· To identify the opportunities for strengthening reporting mechanisms for GBV survivors.

Scope of Work for the Consultancy

The consultant will design all the relevant data collection techniques, protocols and tools in consultation with the Country Office Project Team who will review the tools and techniques and give feedback prior to the actual study. The consultant should remain aware of the changes in the context that could impede the study. This assignment should be completed within a maximum of 60 days from inception though proposals with shorter timelines will be considered more favourably. Hence, the consultant will:

  • Conduct an in-depth study on the barriers to GBV reporting in Torit and Ikwotos counties in Eastern Equatoria.
  • Consult with relevant stakeholders, CARE staff and affected communities to identify key issues, needs, priorities, capacities and solutions for CARE programming around GBV, reporting channels, awareness raising as well as on availability and access to GBV services.
  • Provide tailored and actionable recommendations to the CARE Programs Team and other relevant internal and external stakeholders.

Methodology

The consultant will design/use a mixed-method approach that integrates qualitative and quantitative data collection techniques. The methodology should include primary and secondary data collection techniques such as; accessing relevant existing data and reports on the study subject; conducting interviews with key stakeholders like representatives of the target group, community leaders and representatives of the Local Authorities, accessing country statistics, specialized GBV services as well as household surveys with communities, etc. The technical proposal is expected to include a detailed section on methodology. Expected deliverables

  1. Inception report with a well-defined methodology (including an inclusive and gender-sensitive sampling design), data collection tools and a clear work plan. The consultant will be expected to hold inception meetings with CARE international in South Sudan.
    • Develop a comprehensive study design describing type of data to be collected, techniques and relevant tools for each indicator clearly outlined in the inception report.
  2. A comprehensive and well-organized final study report (Not more than 20 pages exclusive of preliminary pages and annexes & appendices) in electronic version word and PDF-based in the template structure in annex below.
    • Annexes to be attached include: the ToR, Data collection tools used, attendance sheet of key meetings and focus group discussions conducted as well as other activities.
    • The consultant should also deliver all files including, transcripts of the qualitative data and others in an easy-to-read format, and maintain naming conventions and labelling for the use of the project/program/initiative and key stakeholders
    • Fact sheet or abstract and Powerpoint presentations to be used for dissemination of results to stakeholders
    • Presentation of preliminary results to CARE International in South Sudan SMT and Programs team.

Required Skills and Experience

Education:

Minimum of master’s degree in Gender and Developmental Studies or Social Sciences or related fields.

Experience:

  • At least 5 years of relevant work experience in the above-mentioned fields.
  • The consultant must have proven track record and experience in conducting gender and conflict analysis of a similar or related assignment. This should be backed up by the number of similar research that have been conducted by the individual or institution.
  • Previous experience in medium to large-scale emergencies and stable context (five years minimum), prior research work in South Sudan will be an advantage.
  • Familiar with humanitarian programming and inter-agency coordination systems
  • Fluent in English and Arabic will be an added advantage
  • Ability to communicate ideas in a culturally sensitive manner and conducive to their practical application

Logistics

The consultant will be responsible for obtaining his/her visa, booking flights, complying to any COVID-19 quarantine guidelines (as per WHO and Government of South Sudan COVID-19 SOPs), meals, ground transport and accommodation among others while in Juba and field locations and thus these costs should be factored into the financial proposal. An introduction letter may be provided on request to support the processing of visas.

The consultant should also include the cost of data collection in the financial proposal. CARE will only facilitate with getting study approvals on the ground and only if necessary, may help in recruiting enumerators for the consultant and mobilize study participants.

Payment Terms and Conditions

Payment will be made only upon CARE International’s acceptance of the work performed in accordance with the above-described deliverables. Payment will be affected as follows; First installment (30%) of the total cost on submission and acceptance of inception report. Final payment (70%) upon completion and approval of the final report.

Duration of contract: the contract is effective from the moment it is signed until the acceptance of work by the CARE International in South Sudan.

Notice of Delay

Shall the successful bidder encounter delay in the performance of the contract which may be excusable under unavoidable circumstances; the contractor shall notify CARE International in South Sudan in writing about the causes of any such delays within one (1) week from the beginning of the delay.

After receipt of the Contractor’s notice of delay, CARE International in South Sudan shall analyze the facts and extent of delay and extend time for performance when in its judgment the facts justify such an extension.

Criteria for Evaluation of Proposals:

CARE South Sudan will evaluate the proposals and award the assignment based on the technical and financial criteria. CARE reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest, the highest or any bidder. Only successful applicants will be contacted.

The evaluation criteria associated with this TOR is split between technical and financial as follows: 70 % Technical; 30 % Financial.

General understanding of the TOR: Does the proposal demonstrate a clear understanding of the TOR? Does the consultant make an effort to interpret the objectives?

Team composition: Does the consultant (or proposed team) have the necessary competencies and experiences as described in the TOR to undertake this study?

Experience: Experience of conducting baseline and evaluation surveys in South Sudan, preferably within proposed geographical area has competitive advantage. Experience with similar assignments with INGOs/ other organization.

Work plan: Is an action plan part of the proposal? Is it reasonable or realistic? Does it meet the expected deadlines? Is it flexible to accommodate any changes without compromising the deadline and quality of products?

Budget: To what extent is the presented budget reasonable. Is the budget clearly aligned with the planned amount?

· Consultants shall abide by WHO and Government of South Sudan COVID-19 SOPs.

· Consultants shall be required to sign and abide by CARE Safeguarding Policy (which includes prevention of sexual exploitation and abuse, and behavior protocols)

· Consultants shall abide by the EU beneficiary data privacy/management policies
