  • CWBO2: Increase in children who have positive and peaceful relationships in their families and communities.
  • CWBO5: Increase in children who are well-nourished (ages 0-5).
  • CWBO7: Increase in primary school children who can read

The Position Is Accountable As Follows

The Technical Programme Manager (TPM), Integrated Nutrition is leading the Operations at provincial level and provides overall management and technical support to field teams. The position will be responsible for overseeing and coordinating annual and monthly action plans for all TPs and small grant projects in Khammaoune Province, ensuring quality of activities across all outcomes in line with technical requirements, The TPM will work closely with the Technical Specialists and field staff to implement the TP/Grant projects within allocated timelines and budgets. The TPM will also ensure operational support to field team, quality communication and reporting for the project, and will take the llead on coordination/collaboration with Government partners at Provincial. The position will be based at Provincial level with frequent travel to the field and will direct report to Operations Manager.

Overall management of Technical Project or small grant/PNS projects implemented in the provincial and provision of quality reports and impact stories to SOs/Donor as required. Plan and implement the technical project model/small grants and PNS project log-frame and LEAP budget, following the quality standards and requirements. Provide technical capacity building and coaching/mentoring to internal and external stakeholders. Take lead at provincial level on TP/ Grants project Monitoring and Evaluation, tracking the project ITT/M&E tools, ensuring quality of data and timely reporting of project impact. Represent WVI-Laos in advocacy and external engagement as leading organization technical programs at provincial level Guide WVI-Laos to exercise greater influence for the well-being of children by fostering increased commitment to child well-being at Provincial level through sectoral programming. Strengthening Government relations through organizing DIMC/PIMC and reporting to government as required under MOU.

Work closely with the Technical Team Lead, Technical Advisors and Consortium partners on coordination and monitoring of activities, ensure sharing of lessons learnt across the programmes.

Major Responsibilities

Adaptation and Implementation of TP

  • With field staff ( TPC + CDF) and other NO staff, ensure effective consultations with communities, partners and donors in the adaptation and refinement of TP in field level based on evidence and learning from TP implementation.
  • Provide guidance on annual planning so that sectoral “best practices, lessons learned etc.” are integrated into technically sound business plans and services are coordinated.
  • Responsible for mapping and representation in sector related provincial partner integration for implementation.
  • Develop/review and update annual AP Narrative to ensure AP narrative are update with the situation.
  • Recommend effective consultations with communities, partners and donors in the adaptation and refinement of TP and relevant project models based on evidence and learning from TP implementation-(particularly during planning and review )

Technical Project Management

  • Manage scope & requirements of the technical programme & Community Engagement to ensure programme is implemented within the agreed design and inclusion of the Most Vulnerable Children.
  • Oversee work plans of field staff and ensure quality of all program interventions.
  • Responsible for Technical Project annual budget implementation and compliance to SO and audit requirements.
  • Work with relevant NO stakeholders for the preparation of TP transition, ensuring capacity and resources are in place in the communities to sustain programming impacts.
  • Work with Finance team to ensure good financial management including correct documentation, budget availability and preparation of financial reports.
  • Contribute to development of an agreed LEAP business process, particularly those with sector focus. Follow this business processes within agreed timelines for all LEAP documents.
  • Organize /facilitate the development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient program delivery, including facilitating behavior change, where necessary.
  • Facilitate, assist donor visits and participate in donor visits when necessary.
  • In times of emergency, provide technical support to disaster responses as directed by line management
  • Represent WVI-Lao at provincial level and engaging in advocacy relevant to objectives, using credible M&E data and evidence.

Monitoring, Evaluation and Reporting

  • Prepare and submit all reporting requirements ensuring they are on time and meet minimum standards. Ensure any problems or challenges are effectively communicated so that delays can be overcome and the project goals achieved.
  • Work closely with all related departments to support the TP baseline and evaluation process.
  • Collect, analyse and communicate TP monitoring data for standardised indicators and communicate to key stakeholders
  • Lead reflection and learning of technical project models and CE implementation for ongoing feedback and improvement.
  • Work with sector specialist and NO Leader to ensure that lessons learnt from WV and other stakeholders are adequately incorporated into programming as well as TP re-design and strategy revision and Annual Programme Review.
  • Participate in relevant community of practice to share lessons learnt, good practice and bring in new learning to improve TP implementation. Capture high quality impact stories.
  • Responsible for Monitoring of planned project activities and development of checklists and mechanisms for supervision and monitoring.

Programme Leadership and Team Management

  • Manage/supervise sector TPC , CDF and CE&Comms staff. Conduct regular team meetings, plan and coordinate capacity building support, discuss issues and evaluate progress against monthly work plans and annual performance objectives.
  • Guide staff to establish appropriate feedback mechanism for ongoing improvement in programme implementation.
  • Develop and deliver curriculum (ToT) training to Province /Government counterpart staff to enable staff to deliver accountable, evidence based, quality ministry that brings sustained improvements to well-being of children.
  • Conduct monthly monitoring support visits to field staff implementing sector projects and provide field technical consultation as requested, to ensure quality activities are implemented.
  • Responsible for transferring skills to front line staff to enable them to understand and translate evidence based approaches. Orient/train Team on technical project model.

Networking and External Relations

  • Work with Technical specialist to manage provincial relationships with Government and relevant organisations
  • Support advocacy components to influence local policy implementers/decision makers at district and/or commune levels through use of the evidence-based, etc.
  • Play a key role in MOU development, approval, monitoring and reporting, ensuring projects are implemented inline with approved MOU and timely reports submitted. Organise and lead DIMC and PIMC meetings, ensuring interactive discussion and participation by all Government counterparts.
  • Build relationships, partnerships and coordination with external stakeholders increases the influence and quality of World Vision in relation to Child Wellbeing.

Qualifications

  • Bachelor’s degree (Master’s preferred) in Public health or a medical or nutrition/food security related qualification.
  • 7+years’ experience in the technical area of Public Health, Nutrition, Agriculture/Food Security, Maternal and Child health.
  • 4+ years in handling and leading broad teams.
  • Experience in working with community-based approaches and models: CIMCI, BFCI, IYCF, CMAM, Savings Group (SG), LVCD, Nutrition sensitive agriculture
  • Experience conducting and assisting nutrition / food security surveys
  • Strong experience in project implementation and Design Monitoring and Evaluation.
  • Experience managing project across a large geographic area within district.
  • Experience building and maintaining relationships with local government and NGO partners and stakeholders
  • Experience nutrition/food security related advocacy campaigns and activities
  • Experience in working on behavioral change and communications
  • Proven experience in project coordination, including financial management and monitoring and evaluation.
  • Experience in handling training and workshops for groups and communities (including coaching and mentoring)
  • Good understanding District/Provincial health system and population health and nutrition status in community context.
  • Technical knowledge in maternal, child health, food security and nutrition.
  • Clear understanding on Nutrition Program including Nutrition models and approaches.
  • Basic knowledge on nutrition data collection and analysis.
  • Knowledge of community participatory advocacy models
