Chemonics

Chemonics seeks a Provincial Health Systems Strengthening Advisor (KP) for the USAID Pakistan Building Healthy Families (BHF) project. BHF will improve population health outcomes through stronger primary care systems encouraging uptake and continuation of voluntary FP/MNCH services. BHF will support the Government of Pakistan and private sector institutions to optimize stewardship of both sectors; optimize norms and behaviors to drive demand and service seeking and motivate health workers to provide quality care; and optimize access to FP/MNCH services. As a sub-awardee to Pathfinder, Chemonics will lead implementation for components that provide technical assistance strategies to government and local organizations to improve commodity security, supply chain, and last mile distribution, support development of solutions for HRH management and planning, improve government stewardship of mixed health systems and developing health markets, and other governance and health financing activities. This is expected to be a five-year, consortium-based project. These positions will be based in Pakistan at federal and provincial levels. Provincial Health Systems Strengthening Advisor, based in Peshawar, Khyber Pakhtunkhwa region

Responsibilities Include:

  • Support community and facility-level interventions in health systems strengthening across all districts in KP.
  • In coordination with the COP, DCOP and Health System Strengthening Team Lead, develop strategic operational plans to implement work plan.
  • Maintain records of capacity building and training activities provided and contribute to central project records required for such activities.
  • Work collaboratively with other team members to maintain high standards of internal communications and professional working standards.
  • Prepare timely analytical reports on agreed HSS indicators as required by the project. Contribute to the research and preparation of root cause analyses required to support health system efficiency and improvement.
  • Work closely with other stakeholders such as Government relations, M&E and communication, and operations to ensure effective work plan implementation fostering team building among the staff. Ensure effective communication and respect among the team.
  • Effective and timely implementation of HSS activities in the work plan and quality of deliverables.
  • Ensure BHFA’s, Pathfinder’s, and Chemonics’ policies and procedures are adhered to at all times.
  • Other tasks as assigned by supervisor.

Qualifications:

  • Advanced professional degree in health, public health, health administration, economics, or related field, or equivalent relevant experience or minimum 4 years’ experience in health systems strengthening, health policy, project management, or related field.
  • Experience within the Pakistan health sector with understanding of family planning and maternal child health preferably at respective provincial level of KP.
  • Understanding of the Pakistan public health and federal and provincial structures.
  • Experience in conducting assessments, developing key recommendations and interventions.
  • Previous experience in the development and delivery of training programs is preferred.
  • Ability to manage and supervise technical staff.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with a diverse staff, clients and consultants.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to details and quality.
  • Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
  • Experience working with USAID-funded programs is an added advantage
  • English and local language skills
  • Applicants must be based in Peshawar, KP or willing to relocate
