Position Title: Protocol and Liaison Associate

Vacancy Number: VN/IOMSO/010/2024

Duty Station: Mogadishu, Somalia

Classification: General Service Category, Grade G5

Type of Appointment: One Year Fixed Term with possibility of Extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of Chief of Mission and the direct supervision of the Deputy Chief of Mission. The Protocol Associate perform the following functions:

Core Functions / Responsibilities:

  1. Conduct briefing to new international staff members and arrange for their notification of arrival and their dependents immediately upon their arrival and process staff registration and issuance of diplomatic identity cards and personal identification numbers, exemptions from Somalia work permits and dependents passes, Somalia driving license, duty-free exemptions of imported diplomatic goods and Value Added Tax (VAT) claims, through the United Nations Office at Mogadishu, Host Country Services Unit
  2. Assist in the protocol operations, including monitoring progress of work and reporting. Process renewals of staff documents such as the exemption from work permits and dependent passes, diplomatic identity cards, Somalia driving license duty-free and tax exemptions; to ensure timely processing of documents.
  3. Coordinate the issuance of temporary and annual airport passes for eligible staff members of IOM.
  4. Assists arrange meetings between the Chief of Mission (CoM), the Deputy Chief of Mission (DCoM), and other IOM officials as necessary with relevant authorities and coordinate the required correspondence.
  5. Assist to inform the Chief of Mission and/or the Deputy Chief of Mission of changes in national legislation and administrative matters for compliance. Prepare the disposal of duty-free vehicles and submit notification of departure and permit cancellations for those leaving the country.
  6. Under close coordination with Deputy Chief of Mission, follow up on communication and issues with the Government for administrative action.
  7. Assist with the collection and analysis of data as well as preparation of data presentations and reports.
  8. Perform other related duties as may be assigned by the supervisor.

Required Qualifications and Experience

Education

  • University degree in Business Administration, Law or/and international relations or a related field from an accredited academic institution with three years of relevant professional experience; or
  • High school diploma in the above fields with five years of relevant professional experience.

Experience

  • Knowledge of protocol in a governmental or international organization including experience of working with the United Nations System.
  • Experience in, and knowledge of accepted norms, rules and customs of international diplomatic protocol, including practices developed within the United Nations System or similar international organization.
  • Knowledge of administrative procedures and practices of international organizations and the United Nations System.
  • Experience in applying various administrative rules and regulations in work situations.
  • Demonstrated conceptual, analytical and evaluative experience in conducting independent research and analysis.
  • Ability to identify issues, formulate opinions, make conclusions and recommendations.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.

Skills

  • Knowledge of UN and bilateral donor programming.

Languages

For all applicants, fluency in English and Somali is required (oral and written).

Only candidates residing in either the country of the duty station or from a location in a neighboring country that is within commuting distance of the duty station will be considered.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighboring country located within commuting distance, and a work permit, as applicable.
