The Norwegian Refugee Council in Ukraine is looking Protection Technical Assistants to be based in both Dnipro and Kharkiv. These vacancies are open to Ukrainian candidates only.

NRC in Ukraine

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. The rapid change of situation in February 2022 during which the whole of Ukraine became affected by the conflict required a significant scale-up of emergency programmes. Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). Following the February 2022 invasion, NRC has implemented a temporary relocation of NRC’s staff and operations to Central and Western Ukraine. NRC will continue to support populations in the East through our office in Dnipro with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established area offices in Lviv and Ternopil, with the country office based in Kyiv. Additionally, NRC is looking to establish additional field offices in the north and east of the country. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response is focusing on the provision of shelter assistance, ICLA, livelihoods and food security, WASH, and protection assistance.

Purpose of the role

The purpose of the Protection Technical Assistant position is to assist in the daily implementation of assigned Protection activities. Assistants will work on protection monitoring, Individual Protection Assistance, and Referral mechanisms activities, and community-level Civilian Self-Protection activities.

The Protection Assistant will support the implementation and monitoring of protection activities, for protection monitoring and Civilian Self-Protection (CSP). NRC’s Civilian Self-Protection programme has been rolled out in several country contexts in order to support protection outcomes for civilian populations affected by armed conflict. The purpose of the CSP programme is to identify community groups and structures who can support community-level protection activities, with the aim of enhancing the protective environment in their community. The position holder for CSP will train groups on CSP modalities, identifying core needs of groups in order to achieve protection outcomes, and work closely with communities and civil society organizations to build their capacity to respond to protection risks. The position holder will also conduct protection monitoring and protection assessment activities, including conducting referrals, establishing service mappings and referral pathways, and the provision of Individual Protection Assistance (IPA).

All position holders may be required to conduct regular protection risk analyses and protection needs assessments, as instructed by the Team Leader. The position holder will spend most of his/her weekly time in the field locations directly implementing protection monitoring activities.

What you will do

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of protection programming as per the work plan and stipulated responsibilities
  3. Implement CSP activities, including training on protection modalities for the community group and helping groups to identify key priorities and needs
  4. Assist with the implementation of protection monitoring, individual protection assistance, and referrals programming. Work with case workers and Team Leader to ensure all referral pathways and service mappings are updated and accurate.
  5. Prepare and develop status reports as required by management
  6. Ensure proper filing of documents
  7. Promote and share ideas for improvement of protection activities
  8. Liaise and collaborate with relevant local authorities, community representatives and other key stakeholders as necessary and under the direction of the Team Leader
  9. Implement project activities in compliance with existing standards and agreed upon work plan; provide information to be used in reporting directly to Team Leader through established modalities.
  10. Data collection (through use of Kobo Toolbox and other data collection methods) and narrative reporting
  11. Assist with administration and logistic arrangements required for implementation and monitoring of activities
  12. Support Community-level Civilian Self-Protection programming, as needed.

Specifically you will;

  • Assist with community outreach and engagement with local authorities, community representatives and other relevant stakeholders based on project implementation priorities as communicated by management
  • Assist with implementation and monitoring of protection activities
  • Assist with data collection to inform relevant protection assessments, risk analysis, needs assessments

Professional competencies

  • Previous experience working in the humanitarian sector, desirable
  • Understanding of the humanitarian principles and strong commitment in ensuring their observation in daily field activities
  • Documented results related to the position’s responsibilities
  • Working knowledge of Microsoft Word, Excel and Outlook
  • Some knowledge of English, both written and verbal, is an advantage
  • Previous experience working in Protection or Protection-related projects is an advantage
  • Deep knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situation
