About the Position:

The primary role of Protection Advisor is to provide strategic direction and vision for the protection program, ensuring its comprehensive development and high quality implementation.

Internal relations:

Under overall supervision of Emergency Coordinator, the Protection Technical Advisor has overall responsibility for the technical guidance and support to PSS activities related to the refugee crisis response, and for contributing to establishing good coordination with PIN’s strategic partners (local NGOs) on protection work in Moldova.

Specific Duties and Responsibilities:

  • Guided by protection principles and best international practices, assess the protection program concept and lead identification and adjustment of Protection interventions, to ensure their high quality, appropriateness and comprehensiveness, in conformity the international standards and protocols.
  • Validate and develop the short- and long-term Protection strategy, based on field reality and new funding opportunities, while ensuring strong collaboration and coordination with other actors in the sector, especially cluster partners.
  • Provide technical guidance and support for the realization of PSS/Protection activities in support to the Project Managers/Project Officers for the good implementation of the projects (PSS/Protection activities);
  • Contributes to improving/developing PIN’s Protection work through new project ideas and networking;
  • Whenever feasible/relevant: Coordinates the activities and relationships with PIN’s strategic partners on Protection work (existing partner(s)), and/or assists the Programme teams (Emergency Coordinator, Head of Programs Director)
  • Provide technical support to PIN Program Development and Quality Assurance (PDQ) Unit on including protection-mainstreaming principles across all programs during activity design, implementation monitoring and evaluation.
  • Contribute to the evaluation of Protection related programming to secure follow on or expansion of funding for the portfolio as per identified needs.
  • Develop and enact “protection risk analysis”, “protection mainstreaming assessment/monitoring” and other relevant tools, jointly with respective programs units.
  • Based on findings of protection assessment and monitoring, guide relevant Program Managers on a regular basis in the implementation of recommendations and improvements.
  • Ensure development and delivery of a mission wide protection training and knowledge-building strategy and plan, including the development of standard training materials based on clearly defined standards and competencies.
  • Continue to build the capacity of the PIN staff in protection-related issues, including accountability practices.

Main Requirements:

  • Advanced university degree in international law, social sciences, international relations, or related discipline;
  • Minimum 3 years of relevant professional experience in protection programming and mainstreaming, preferably in an emergency context;
  • Knowledge of international protection standards;
  • Strong communication skills and ability to lead discussions/meetings;
  • Full respect for client/organization confidentiality;
  • Demonstrated interpersonal skills and respect for people with special needs and other vulnerability;
  • Fluency in spoken and written English, and preferably knowledge of Russian

  • Salary as per PIN salary scale (per diems included): 3200 – 3600 EUR, depending on the seniority grade;
