JOB CONTEXT:
Humanitarian situation in Ukraine :
Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighbouring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges.
HI is re-opening a two-country program covering Ukraine and Moldova. In Ukraine, HI aims at intervening in the West and East of the country, adapting modalities of intervention to the various and diverging contexts of implementation. Aligning itself with the priorities of the Ukraine Flash Appeal, HI pillars of interventions are the following:

 Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. To this extent, HI will conduct direct health service provision to persons with injuries or disabilities while also strengthening the capacity of existing health structures.

 Protection: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine, HI will conduct a multi-pronged approach to EO risk education, adaptable to the evolution of the conflict and humanitarian. In addition, HI will not only ensure that persons with disabilities receive tailored services throughout its intervention, but will also foster a disability- inclusive humanitarian response. Additionally, HI will guarantee protection mainstreaming and referrals to multisector services for vulnerable IDPs and members of the host community.

 Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective centers, HI will ensure they have access to sufficient and appropriate hygiene and Non-Food Items (NFI), including tailored items responding to the specific needs of infants, older persons and persons with disabilities. To this extend, HI will tailor its intervention modalities upon household and individual needs whilst considering local market capacities in various geographical areas. An approach including in-kind donations, vouchers and/or cash-based transfer will be designed at early stage of the project, in line with the evolution of the specific context.

 Humanitarian-to-humanitarian logistics: HI will propose to emergency stakeholders mutualized storage and transportation to ensure delivery of emergency in-kinds as close as possible to the most affected populations.

HI is looking for a Protection Project Manager in Ukraine (Uzhhorod) for 1 month.

OBJECTIVES OF THE POSITION: Following an assessment mission, HI is deploying another mission to continue the evaluation of the humanitarian situation in Ukraine from a sectoral perspective, while proceeding to the kick-off of HI’s emergency response in the country. As part of this mission, HI is sending a Project Manager to map out Protection needs in Uzhhorod Oblast, particularly at the community level, in the face of the current emergency to complete initial assessment findings. In parallel, HI is looking to launch Protection activities. The specific objectives are:  Assessment: To complete an initial assessment through primary and secondary data collected at community level to identify priority protection needs, threats and local capacities to better tailor program activities  Strategy: To contribute to strategic priorities for Protection in coordination with the Area Manager, Country Manager and other HI Sector Specialists/PM  Coordination: To participate in Protection Cluster meetings (remote/in-person) and organize bilateral meetings with other Protection actors as well as civil society organizations to identify gaps and priorities  Funding: To develop concept notes and contribute to proposal development as applicable  Human Resources: To assist in the recruitment of national staff and training  Cross-cutting issues: To ensure that the specific needs of vulnerable populations, including people with disabilities, older persons, women, and children are captured in assessments and project design through tailored questions and disaggregated data.  Launching of the response: To support the launching of Protection mainstreaming activities.

YOUR MISSION:
1: Management:
 Operational manager: organize the operational management of their team, structure the work around identified processes, steer performance and facilitate the resolution of problems.

2: Strategy and Contribute to the development of the programme’s operational strategy:
 Contribute to programme or country operational strategy (StratOp).

3: Operational implementation:
 Ensure the implementation of the project, in line with the logical framework and allocated budget
 Ensure that project implementation complies with the existing frameworks
 Ensure project monitoring, evaluation, accountability and learning
 Ensure project data management
 Coordinate the teams involved in the project
 Contribute to external project communication

Based on initial visits and meetings with key stakeholders, a specific needs-based approach seems to be the most adequate entry point for HI to address unmet needs in the Zakarpattia area. In particular, as the Oblast prepares for an influx of people with injuries from the front (most likely a majority of combatants), ensuring a timely, early rehabilitation response to war wounded will be one of the first components of intervention to be implemented through capacity building of health and rehabilitation staff, potentially complemented by a specialised MHPSS support. In parallel, considering the important number of IDPs in the area, a case management protection approach is also proposed with a fixed point and multidisciplinary mobile teams to address basic and specific needs of vulnerable IDPs. HI also proposes to include activities aimed at addressing inclusion and accessibility gaps in the response, with a focus on collective centers and other facilities receiving large number of IDPs with specific needs.

Target population:
 Vulnerable host and displaced communities including people with functional limitations and/or MHPSS needs;
 People with injuries with a focus on war wounded.
Proposed activities:
 Capacity building for health staff with a specific focus on post-operative rehabilitation care, psychological and psychosocial support related to trauma management, including for health staff;
 Provision of assistive products and other equipment according to the most urgent needs in health and social facilities; Individual case management:
 Identification, multisectorial needs assessment and referral at household and individual levels, tailored accompaniment to access basic and specific services (case management) and other protection mainstreaming activities – Protection
 Provision of physical and functional rehabilitation and / or psychosocial support – Health Technical support on inclusive response for IDPs.

YOUR PROFILE:
With at least 3 years of experience in managing protection projects on field, in emergency conflict settings or managing a humanitarian emergency response:
 You have a demonstrated experience in project management
 You have excellent communications skills and strong writing (English mandatory) and reporting skills
 You show a great ability to foster teamwork
