Protection Programme Development Manager – Palestine Gaza

Job Purpose

The role of the Protection Manager is to develop, lead and support the Protection programming for Palestine (Gaza and the West Bank) which includes fundraising and providing strategic direction and management of a protection team. The Protection program is a new area of work for NRC and currently has approved funding through the Gaza Protection Consortium through a ‘Cash Plus’ approach, which we are expecting to be leveraged to expand the portfolio in terms of scope and size. The ideal candidate will have strong implementation oversight experience as well as an enthusiastic and proactive approach to building a program portfolio.

What you will do:

  • Develop Protection strategy, technical SOPs / Guidelines and Macro Logframes
  • Oversee project management cycle approach to ensure effective implementation (on time, on track, on budget) of secured funding streams while ensuring contractual donor compliance
  • Lead and oversee the coordination for the ongoing delivery of ‘Safe and Inclusive Programming’ Action Plan targets, including acting as technical support for non-protection program teams and support units
  • Lead the design and delivery of Integrated Program plan targets, capacity building activities to strengthen the capacity of field staff to understand and deliver safe programming based on NRC Protection Policy, Roadmap and training materials as per designated responsibilities
  • Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate
  • Contribute to the institutionalization of cash-based interventions and market-based programmes though capacity building and interdepartmental engagement
  • Implement the ongoing start-up of new NRC integrated protection case management and Individual Protection Assistance approaches through the Gaza Protection Consortium
  • Contribute to fund raising, develop and revise funding proposal, project budgets and donor reports
  • Play a core role in the Gaza Protection Consortium (GPC) Consortium Management Unit, including supporting start-up (contracting, kick-off, work planning) and ongoing implementation oversight of new local partnership for community-based protection approach, coordinating inputs from other actors in the Consortium (HI and MdM-F) and providing technical input to inform current and future program design
  • Conduct needs and feasibility assessment to develop program strategy for Easy Jerusalem/West Bank Protection initiative, including alignment with West Bank Protection Consortium strategic roadmaps
  • Identify trends, technical standards and donor priorities to help develop and pursue funding strategy, lead program development/proposal writing processes to increase scope of program portfolio and diversify donor funding base.
  • Contribute to Protection Core Competency Regional/Global tools, guidelines and policy and research studies on relevant thematic topics and ensure that key learnings are extracted from implementation and incorporated in Core Competencies (CC) and staff development processes.
  • Follow up on compliance with contractual commitments across Core Competencies (CC), ensure high technical quality and synergies in project implementation
  • Liaise and collaborate with relevant local and national authorities, stakeholders and donors and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Overall management of project staff, provide systematic training and build capacity of technical staff and transfer key skills.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Degree in International Relations, or Social Sciences. A masters degree is an added advantage.
  • Minimum 3 years of experience in a senior level project implementation role in a humanitarian/recovery context, managerial experience with a focus on strategy and programme development desirable
  • Experience from working in complex political contexts, preferably Palestine. Knowledge of the context in Gaza and West Bank desirable
  • Technical Protection expertise, in particular case management and community-based and participatory protection approaches
  • Ability to work effectively in a matrix hierarchical structure with various internal interlocutors and communication lines
  • Documented results related to the position’s responsibilities with knowledge about own leadership skills/profile
  • Knowledge and skills in market analysis, cash-based interventions and market based programmes
  • Fluency in English, both written and verbal. Knowledge of Hebrew or Arabic desirable.
  • Experience with new programming start-up and expansion desirable
  • Good understanding of key technical standards (SPHERE, HAP, IASC, gender mainstreaming, IHL, hum principles etc.) with the ability to integrate into programming
  • Experience in team capacity building
  • Advanced computer skills, especially in Ms Office

Additional Information:

Duty Station: Jerusalem

Travel %: Minimum of 50% time in Gaza

Duration of contract: Fixed term 12 months full-time (with the possibility of extension)

Grade 9 in NRC’s grading structure

Reporting line: Head of Programme

Provides Supervision to: Protection Coordinator and Case Management Officers
