Context:

Under the general guidance of the Chief of Mission (CoM), the overall supervision of the Deputy Chief of Mission and the direct supervision of the Head of the Protection Division and in close coordination with the Partnerships and Coordination Division (PCD) the successful candidate will be responsible for assisting with programme and protection reporting for the Protection Division.

In particular, the Programme Officer will be responsible for contributing to Protection information management, including protection monitoring and reporting, and will support, monitor and coordinate the implementation of the MEAL system and will contribute to the reporting for the programme, consolidating and developing of information management system, as well as building and disseminating evidence of programme achievements within and outside of IOM.

The Programme Officer is expected to carry out duties in accordance with strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. In close coordination with the Head of Protection and Protection Coordinator, review existing and contribute to the development of new technical protection assessment and monitoring tools to monitor the protection situation in target locations. Participate in building data collection and management capacity of Protection teams. Supervise protection data collection, cleaning, analysis and reporting, and contribute to Protection advocacy products.

  2. In close coordination with the Head of Protection and the Monitoring, Evaluation, Accountability and Learning (MEAL) Unit Iraq, and Evaluation Officer at RO MENA, contribute to and provide technical inputs for the strengthening of a comprehensive Protection MEAL strategy and system that strengthens, integrates and mainstreams regular monitoring, evaluation, accountability and learning practices, and draft or generate reports and analyses.

  3. Work to improve existing and contribute to the development of new information management tools and products to track programme objectives, outputs and indicators as per the project documents and log frames. Ensure accuracy and consistency of the updated data with the project commitments.

  4. Review programme implementation modalities, measure and document results of ongoing projects under the Protection Division and provide technical inputs to help inform the programme strategy on a rolling basis.

  5. Update internal monitoring methodology and tools, provide technical support to project staff, including though internal capacity-building.

  6. Review completed projects based on results of monitoring and evaluation of activities to document best practices and lessons learnt, and inform the programme team accordingly for internal discussion and sustainable learning, and for sharing with relevant external stakeholders as required.

  7. Facilitate efficient planning for data processes, including project data collection, analysis and sharing, with a particular focus on data protection, including for IOM donor project results matrices, and other IOM or UN reporting commitments as they pertain to Protection Unit. When necessary, recommend adaptations of methodologies that account for changes in the environment.

  8. Support in the roll out and compliance of the Migrant Management Operational SystemApplication (MiMOSA) by providing ongoing and continual monitoring of data and guidance on reporting and data visualization in close coordination with the MiMOSA Officer at RO MENA

  9. Train programme staff and partners on monitoring and the operational aspects of data collection, management and analysis. Participate in internal workshops/webinars, working groups and/or task forces to share findings of evaluations, and action potential recommendations and lessons learned stemming from these exercises.

  10. Carry out, when security allows, project site visits in order to monitor the status of implementation and check the quality of programming.

  11. In close coordination with the Head of Protection and Iraq Programme Support Unit (PSU), and in collaboration with project focal points, coordinate the drafting of interim and final project narrative donor reports based on programme objectives, work plans, results matrices, and timelines in accordance with the project document and project agreement with the donor. Carry out quality assurance of interim and final narrative reports in line with donor requirements and the IOM project handbook.

  12. In close collaboration with the relevant focal points, produce and update regular statistical and analytical reports, situation reports, bulletins, as well as project factsheets, amongst others

  13. Undertake duty travel relating to project assessments, liaison with counterparts, project implementation, Monitoring & Evaluation as required.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Development, International Relations, Statistics, Community Development/Participation, Information Management, Monitoring and Evaluation or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience implementing programmes related to humanitarian protection, Assisted VoluntaryReturn and Reintegration and Counter Trafficking, with specific experience conducting protection monitoring and reporting;

• Experience working with the Migrant Management Operational System Application (MiMOSA);

• Experience in designing monitoring, evaluation, accountability and learning systems, tools and process in humanitarian contexts;

• Experience in reporting and project implementation, including the logical framework, preferably to public and private sector donors;

• Experience in developing and implementing strategic MEAL tools and frameworks for development programming is highly desirable;

• Experience in designing workshops and MEAL-related visibility products;

• Working experience in the region and fluency in Arabic is a strong advantage.

Skills

• Hands-on skills in MEAL and project reporting;

• Knowledge in software analytics;

• Excellent reporting and writing skills;

• Proficiency in information management and quantitative skills;

• Knowledge of and commitment to gender equality, environmental and human rights;

• Sound and proven understanding of protection and migration management.

Languages

IOM’s official languages are English, French, and Spanish.
