The ICRC Regional Delegation in Bangkok seeks to fill the following position:

Protection Officer, based in Bangkok

We are looking for a spirited team player with a can-do attitude and a genuine passion for humanitarian work to join our Dynamic Protection team.

JOB PROFILE AND RESPONSIBILITIES:

Under the supervision of the Regional Protection Coordinator, the Protection Officer interacts with other ICRC team members as well as with relevant authorities, representatives of other organizations as well as beneficiaries and affected people affected, as part as ICRC response to humanitarian situations and needs in areas covered by ICRC Bangkok Regional Delegation. S/he assists in all activities of the Protection Department, with special emphasis in supporting activities that require interpretation and/or translation from Thai to English and vice versa, such as meetings, field visits, official documents, and other related protection reports. In collaboration with the specialist file holders, s/he is the main person in charge of facilitating and assisting the implementation of ICRC activities in respect to humanitarian forensics and penitentiary system support.

Key functions:

Protection Support

  • Contributes and develops the Delegation’s understanding of issues relating to Protection and of associated needs and concerns, including in respect to missing persons, migration, humanitarian forensic action and detention-related topics;
  • Contributes to need assessments and to designing activities and projects in response to the observed humanitarian needs;
  • Assists in the preparation, realisation and follow-up of Protection-related activities on a multiplicity of files (incl. Restoring Family Links, Migration, Missing, Forensics, Detention, Protection of Civilians);
  • Under the guidance of, and in coordination with, the relevant ICRC specialists and file holders, is the focal point for Forensic and Detention related programs and contributes to their implementation, including by maintaining and developing a pertinent network of contacts and by facilitating tailored events, activities and meetings.
  • Briefs ICRC staff on cultural sensitivity and appropriate behaviour for the local context;
  • Contributes to analyse the security, socioeconomic, cultural and political environment relevant to the ICRC, shares relevant information with team members, and reports any change in the situation;
  • Collects, compiles and interprets protection-related information (with due care for confidentiality and data protection rules);
  • Analyses and contributes to written internal reporting and activity programming/budgeting (as part of institutional exercises);
  • Develops and maintains contact with the municipal/regional authorities, local/regional National Society branches, the local population, suppliers, etc;
  • Prepares, participates in and reports on all aspects of field assignments.
  • Participates to ICRC internal trainings as well as follows e-learning protection modules.

Interpreter / Translator

  • Interprets for non-Thai speakers within the implementation of Protection activities, field trips, meetings and other events as required;
  • Translates documents for internal purposes (letters, internal and external reports and Red Cross Messages (RCM)), including confidential documents produced by the ICRC or received from outside the organisation;
  • Interprets during communication sessions and workshops held with different actors in Thai, as well during external meetings that are held in Thailand or abroad with representatives of the authorities and other stakeholders;
  • Might be required to participate in and translate during high-level meetings by the Delegation’s management or equivalent.

YOUR PROFILE:

  • Excellent (minimum B2 level) of speaking, understanding, writing and reading Thai and English (knowledge of other

languages spoken in the contexts covered by the ICRC Bangkok Regional Delegation a strong asset, including Burmese,

Karen, Rohingya, Khmer, Lao etc.);

  • Strongly motivated by humanitarian work;
  • Excellent organizational and analytical skills;
  • Strong coordination and communication skills with internal and external actors;
  • Ability to work proactively, independently and under pressure;
  • Excellent teamworking and people skills and at ease with multicultural, diverse co-workers and team members;
  • Experience as translator / interpret considered an asset;
  • University degree (communication, interpreter, international relations) or other post-secondary degree an asset;
  • One year of professional experience preferably in the Humanitarian / Development sectors;
  • International experience considered an asset;
  • Good knowledge of Excel and Word;
