Context:

Under the direct supervision of the Senior Programme Coordinator (Emergency and Post-crisis) for the Humanitarian, Resilience and Recovery Unit, in close coordination with the programme managers in Islamabad and in close coordination with the Chief of Mission (CoM), other senior managers and the Regional Thematic Specialists (RTS) based in Regional Office for Asia and the Pacific (ROAP), the Protection Officer will be responsible for implementing protection activities and strategies that address the needs of people on the move in Pakistan, including victims of trafficking and smuggling, unaccompanied minors, migrants and displaced persons. Activities will be carried out in close coordination with the United Nations (UN), coordinated humanitarian strategies and government counterparts.

Core Functions / Responsibilities:

  1. Map existing Protection, Gender-based Violence (GBV) and Counter Trafficking (CT) referral mechanisms, capacities and services available for Afghan migrants (including smuggled migrants, victims of trafficking and other vulnerable migrants) and host communities, check that referral pathways for GBV and CT are in place for a coordinated and multisectoral response and carry out safe referrals to specialized service providers.

  2. When needed and feasible, support case management as appropriate (e.g. screening, interview, counseling, referral or assistance, depending on programme capacities).

  3. Provide technical inputs for the development and support the implementation of capacity building activities for Government Officials, local actors and partners on protection, inclusive of GBV, counter-trafficking, counter-smuggling principles and protection mainstreaming.

  4. Facilitate the integration of protection related variables into assessments conducted by the International Organization for Migration (IOM) and coordinate their analysis and treatment within IOM and other key protection actors.

  5. Participate in protection focused seminars and other meetings, as well as inter-agency protection fora (e.g. protection cluster, child-protection sub-cluster, relevant task forces, and refugee sectors, etc.) and United Nations Country Team (UNCT) human rights task force and check if the protection needs of mobile populations as well as communities affected by mobility are systematically reported and appropriately addressed through specific and/or joint activities, and bring issues to the attention of the supervisor.

  6. Provide information and technical guidance to field-based colleagues on IOM protection guidelines, counter-trafficking standards and practices as well as international protection standards (Sphere, Child Protection Minimum Standards, International Committee of the Red Cross (ICRC) Professional Protection Standards, etc.) to support capacity building.

  7. Draft reports and documents, including briefings, statistical/narrative reports, background information and specific information requested by Governments and other entities as required.

  8. Assist in the expansion of IOM protection and assistance portfolio in Pakistan by selecting and summarizing background information, assessing local context for project planning and administration, and drafting segments of proposals.

  9. Document opportunities to provide specialized protection services; communicate and co-ordinate with appropriate IOM units and field offices, including with psychosocial activities.

  10. Undertake duty travels, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Previous work on protection (e.g. child protection, counter-trafficking, gender-based violence);

• Experience in managing teams, mentoring and delivering trainings;

• Experience working with specialized international agencies (UN Agencies, International

Organizations, and International NGOs);

• Experience in project management and monitoring and evaluation an asset;

• Experience in regional coordination between different stakeholders an asset; and,

• Experience in working effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Skills

• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Ability to guide and supervise staff and coordinate administrative matters;

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in any other local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
