Context:

Under the general guidance of the Chief of Mission (CoM), the overall supervision of the Deputy Chief of Mission and Head of Protection Division and the direct supervision of the Protection Coordinator, the Protection Officer will be responsible for the implementation and monitoring of migrant protection projects, including all Assisted Voluntary Return and Reintegration (AVRR), counter-trafficking projects.

Core Functions / Responsibilities:

  1. Coordinate the implementation of migrant protection projects, and supervise Protection teams working on these projects.

  2. Coordinate the implementation of direct assistance and case management for vulnerable migrants, including victims of trafficking, returnees. Work with relevant stakeholders for the provision of specialized services and provide support in assisted voluntary return.

  3. Assist with planning, preparation and adjustment of all aspects of AVRR related activities and arrangements required for effective and timely implementation, namely the provision of humanitarian and emergency assistance to migrants post return and the coordination of AVRR movements.

  4. Encourage best practices on AVRR, effectiveness, coherence and integrity, as well as facilitate synergies with other AVRR project activities in the Country office (CO) and region.

  5. Provide technical support for the delivery of migrant protection training workshops on AVRR,counter-trafficking and related protection issues, in close coordination with Protection Coordinator, Head of Protection, Head of Regional Office (RO) Protection Division, and other relevant colleagues.

  6. Implement and monitor operational, budgetary and administrative components/aspects of migrant protection, including AVRR and Counter Trafficking (CT), activities in close coordination with the Resource Management Unit, with the Protection Coordinator, and other relevant colleagues.

  7. Facilitate adequate information management of AVRR related activities, including awareness-raising and visibility, through drafting and submission of monthly reports, press releases and production of other relevant materials. Respond to ad hoc information requests from other IOM units, donors and the Government of Iraq, as appropriate.

  8. Participate in regular monitoring and evaluation activities for relevant projects in collaboration with the Protection Reporting Officer.

  9. In close collaboration with the Regional MIMOSA case management, monitor and support the appropriate and timely entry of required data on MIMOSA

  10. Recommend the implementation of improvements in project delivery, data management and coordination.

  11. Provide technical inputs to support project development efforts for the continuation of existing projects as well as new projects in the field of AVRR and CT in close coordination with the CoM, Partnerships and Coordination Division (PCD), Head of Protection, Protection Coordinator, Head of Protection Division at RO and other relevant colleagues.

  12. Generate and provide country specific data and information for internal and external reports such as monthly and quarterly internal reports, institutional questionnaires and other information requests.

  13. Participate in conferences, working groups, workshops, steering committees and technical working groups, as well as other forums, to facilitate coordination and presentation of IOM work in the field of AVRR as may be requested.

  14. Undertake duty travel relating to project assessments, liaison with counterparts, project implementation, Monitoring & Evaluation (M&E) as required.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of migration issues including operational and field experience, and IOM/UN project implementation and coordination;

• Technical knowledge in the thematic area relevant to project development; Knowledge or experience of regional issues and/or EU reporting mechanisms an advantage; and,

• Experience in liaising with governmental authorities, other national/international institutions and NGOs.

Skills

• In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;

• Knowledge of UN and bilateral donor programming;

• Knowledge of financial rules and regulations;

• Knowledge of International Public Sector Accounting Standards (IPSAS); and,

• Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic or Kurdish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
