Protection of Family Links (PFL) Officer, based in Bangkok

We are looking for an independent team player with a proactive attitude and passion for humanitarian work to join our Protection Team.

JOB PROFILE AND RESPONSIBILITIES:

The role of the Protection of Family Links Officer is to support the Protection Department with the responsibility of the Restoring Family Links (RFL), Missing Persons and Migration files. RFL is one of ICRC’s core activities aiming at addressing the issues related to separated families and missing persons due to armed conflicts, situations of violence, disasters and migration. These activities include re-establishing and maintaining contact between separated families, reuniting families, searching for missing persons and seeking to clarify the fate and whereabouts of those who remain missing, in coordination with relevant stakeholders, humanitarian actors as well as Red Cross and Red Crescent Movement’s partners.

In his/her role, the PFL Officer is also required to carry out field visits, assess situations, monitor activities, meet with beneficiaries, interacts and networks with authorities, humanitarian actors and other stakeholders.

Key functions:

  • Contributes and develops the Delegation’s understanding on issues related to family separations, loss of family contact, persons going missing, particularly in relation to migration to and through Thailand and its humanitarian consequences in Thailand and the region;
  • Acts as the focal person of the Regional Delegation as concerns RFL, Missing Persons and Migration files;
  • Coordinates with other members of the Delegation and colleagues in Thailand, Cambodia, Laos and Vietnam, as well as with relevant teams in other Delegations around the world where the ICRC has a presence/operations;
  • Travels in Thailand and in the neighboring countries on regular basis for short-to-medium term missions in order to support ICRC and/or National Red Cross Societies’ teams and activities in relation to Family Links and migration;
  • Identifies and analyses issues of concern, humanitarian situations and needs, and defines possible ICRC action and response;
  • Proposes and implements concrete activities and programs to assist the targeted populations in accordance with ICRC’s mandate;
  • Ensures the functioning of PFL services and follow-up on individual cases (tracing requests, exchanges of family news);
  • Proactively initiates and contributes to the revision of existing guidelines and working procedures;
  • Provides technical support, guidance and training to relevant staff members;
  • Represents the ICRC in bilateral and multilateral meetings relating to RFL and Migration
  • Regularly interacts and coordinates with other components of the Red Cross & Red Crescent Movement;

YOUR PROFILE:

  • University degree or equivalent in Social Sciences, Migration, Social Work or related field;
  • Minimum three years’ experience in the Humanitarian/Protection/Development sectors (preferably in an international

organization or NGO sector);

  • Fluent spoken and written English and Thai (knowledge of other languages spoken in the contexts covered by the ICRC

Bangkok Regional Delegation a strong asset, including Burmese, Karen, Rohingya, Khmer, Lao etc.);

  • Strongly motivated by humanitarian work;
  • Excellent organizational and analytical skills;
  • Great coordination and communication skills with internal and external actors;
  • Ability to work proactively and independently;
  • Ability to work effectively under pressure;
  • Excellent teamworking and people skills and at ease with multicultural, diverse co-workers and team members;
  • Strong pedagogic skills and ability to engage in capacity building, coaching and competence transfer;
  • High sense of responsibility and discretion;
  • Good working knowledge of office tools such as Excel, Word and PowerPoint;
  • Willing to travel within Thailand as well as abroad, including in the field and in remote/rural areas, on a regular basis;
  • Knowledge of protection work, international humanitarian/human rights law or related fields an advantage;
  • Field experience an asset.
