Job Title: Protection Monitors (2 Positions)

Reports to: Project Officer

Liaises with: Legal Protection Program Manager

Location: Mombasa

Duration: 10.5 months contract with possibility of renewal subject to availability of funds and performance

Introduction

HIAS’ operation in Kenya was established in 2002 with the mission to serve the most vulnerable refugees through community-based protection including psychosocial support, resilience building and the provision of durable solutions

Organizationally, HIAS is guided by its Refugee Rights Framework. This right based approach, based on international human rights and humanitarian and refugee law and practice, provides a programming framework for HIAS’ focus on refugee protection. HIAS’ programming impact seeks to ensure that forcibly displaced people become contributors to society through the realization of their legal and civil rights and social and economic rights, to include 1) the right to protection from harm, violence, and discrimination, 2) the right to recovery from the shock of displacement, and 3) the right to economic self-sufficiency and inclusion.

HIAS Kenya seeks to recruit two protection monitors to support the implementation of a project entitled ‘Strengthening community-based protection for victims of torture in Nairobi and Mombasa’. The project seeks to contribute to:

· Improving the mental health and well-being of refugee survivors of torture including LGBTQ persons,

· Strengthening community-based legal protection and facilitating access to durable solution for refugees’ victims of torture.

Main Duties & Responsibilities:

· Identify and document human rights violations, particularly those refugees who are victims of torture persons, refer cases to the appropriate authorities, and provide regular follow-up on each case.

· Mobilize victims of torture and participate in community awareness and dissemination of information to members of the community

· Assist in the implementation of appropriate intervention for victims of torture, through activities such as emergency shelter placement etc.

· Assist in the referral for appropriate intervention for victims of torture in the community

· Assist in the provision of direct assistance to refugees including VoT in the community

· Assist with the translation for refugees in the community during activities as may be required.

· Assist in the mobilization of community members for community forums and sensitization campaigns in the communities

· Provide weekly and monthly reports and data highlighting individual performance, progress against targets and client needs

· Provide training to beneficiary groups in: Refugee Rights & protection, legal documentation and other protection related issues as determined by the Program Supervisor

· Attend regular staff meetings, trainings and other meetings as required and ensure regular personal development and supervision

Skills & Competencies

· Valid documents that allow one to live in Mombasa or urban areas.

· Basic literacy and numeracy skills.

· Should be well integrated to the dynamics and needs of victims of torture (refugee community) within their areas.

· Good working knowledge of the community needs and gaps

· Ability to work with members of the community with little or no supervision

· Knowledge in computer basic skills

· Strong communication and interpersonal skills

· Basic counselling skills

· Strong training skills in community development and working with victims of torture will be an added advantage.

Experience

No less than three months’ work experience in the field of refugee protection and assistance, preferably with an NGO.

Language

Proficiency in English or Kiswahili. Proficiency in English is MANDATORY and will be an added advantage.
