GOAL is an international humanitarian aid agency with operations in 13 countries in The Middle East, Africa, and Latin America. Last year it reached more than six million people in need in nutrition, health, livelihoods, and emergency response programmes.

GOAL in Turkey:

GOAL has been implementing programmes in Turkey since 2016 and has an open-ended registration to operate in the country. In addition to 62 dedicated staff members based in our field offices in Adana, Gaziantep and Şanlıurfa and in administrative offices in Ankara and Hatay, GOAL Turkey also benefits from administrative supports and technical expertise provided by GOAL Syria Response Programme’s Turkey-based staff members.

GOAL Turkey benefits from strong relationships with key stakeholders within the country’s national refugee response framework and has established trust within targeted communities. Our contribution to the national refugee response in Turkey has focused on addressing gaps and responding to identified needs in health service delivery, social security provision, and the protection of vulnerable and marginalized refugees in southern Turkey. Our current project targets nomadic and semi-nomadic refugee groups and seasonal agricultural workers in Adana, Şanlıurfa and Gaziantep. In 2020, GOAL reached over 25,000 refugees with targeted protection support activities.

GOAL is currently implementing two projects (ECHO funded LINK and PRM funded GREEN) in Turkey. The LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. The Green program aims to improve the socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Purpose of the role

The purpose of the protection monitoring and reporting officer (PMRO) is to collect data on protection risks and gaps using a wide variety of social research tools and techniques; analyse, interpret and communicate complex data collected from various sources in a meaningful and comprehensible way for both internal and external stakeholders to input into strategic decisions, program/response design and sensitization of duty bears and services providers.

PMRO will produce 2 protection monitoring reports that will be used for re-adjusting project’s design and its activities as needed, but they will also be disseminated to external stakeholders including donors, duty bearers and services provider from state and municipal entities, I/NGOs and UN agencies, etc. for sensitization and advocacy purpose.

Duties and responsibilities

  • In coordination and collaboration with Protection and Inclusion Program Coordinator, Program Operations Coordinator, Stakeholder Engagement Specialist, MEAL Manager and Deputy Program Managers, develop data collection tools for Protection Monitoring activities.
  • Collect data regularly in different program locations on protection risks and gaps with supports from LINK protection and MEAL teams using a wide variety of social research methods, techniques and tools i.e. surveys, interviews (structured and unstructured) with beneficiaries including conducting secondary data research, key informant interviews, analysis of existing program data and incident verification, etc.
  • Disaggregate data by location, age, gender, socioeconomic backgrounds, national and cultural identity, etc.
  • Analyse, interpret and communicate complex data (qualitative and quantitative) collected from various sources in a meaningful and comprehensible way for both internal and external stakeholders to input into strategic decisions, program/response design, sensitization of duty bears and services providers.
  • Conduct protection risks & gaps trends analysis for different groups and locations.
  • Lead the drafting of two comprehensive protection monitoring reports, covering all program locations.
  • Produce short ad hoc reports as to protection risks and gaps using available data gained through IPA activities, KIIS, FGDs, Surveys media and trend analysis, as requested, to inform program activities.
  • Support LINK program teams to facilitate targeted advocacy, sensitization and awareness raising activities informed by evidence, as well as increased quality and breadth of information.
  • Implement and oversee successful use of online data reporting systems together with Protection and Inclusion Program Coordinator and MEAL Manager.
  • Represent GOAL Turkey’s Protection Program when requested**.**
  • Ensure impartiality, and confidentiality of beneficiaries, at all times.
  • Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
  • Ensure adherence with GOAL’s code of conducts and other internal policies i.e. on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL’s commitments to the protection from sexual exploitation and abuse (PSEA).
  • Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe methods of work.

Skills & Competencies

  • Turkish citizenship.
  • A degree with a significant social research methods component, or relevant qualifications in mathematics, statistics, and/or relevant experience in research and data collection and analysis.
  • Good knowledge and experiences with social research methods and techniques.
  • A deep knowledge of statistical and data-modelling tools and techniques.
  • Experience of working with social research-type datasets.
  • Ability to work with ambiguous, uncertain or incomplete data.
  • Excellent understanding of ethics in social research.
  • Excellent analytical and problem-solving skills.
  • Experience writing up technical analysis into policy-relevant outputs and reports.
  • Experience of working at pace in a responsive way, able to respond swiftly and responsively to provide protection data analysis to support the organization.
  • Proven experience in at least one statistical package such as SPSS, Stata, Python or other relevant analytical software.
  • Competent at using Microsoft Office software such as Excel for data analysis and presentation, and PowerPoint for communicating findings in a clear and compelling way.
  • Excellent oral and written communication skills both in Turkish and English. Communication skills in Arabic is an asset.
  • Ability to identify the main Protection risks and gaps in the given context, particularly regarding LINK program’s target groups to inform evidence-based programming and required changes in holistic response, including case management.
  • Working knowledge of the Turkish legal framework and social welfare system, particularly regarding refugees.
  • Knowledge of established inter-agency standards and guidelines in the field of International Protection and case management protocols.
  • Experience in monitoring and evaluation of Case Management and Individual protection assistance services.
  • Capacity to write clear and well-argued assessment and project reports in Turkish and in English.
  • Excellent verbal communication and report writing skills in English and Turkish.
  • Sound knowledge of refugee response and humanitarian response in Turkey.
  • Demonstrably good understanding of protection, child protection, and cross cutting issues of gender and culture.
  • Self-sufficient, proactive, self-motivating work style.
  • Good team player, strong interpersonal skills, and the ability to work in cooperation and within different cultural environments.
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
  • Avid learner and analytical thinker.
  • Ability to prioritize and cope with pressing timelines and capacity and willingness to be rather flexible in challenging working circumstances.
  • Decision-making skills and problem-solving attitude and approach.
