ROLE PURPOSE:

Funded by USAID/ BHA, the Ukraine Protection Consortium (UPC) was established at the start of the Save the Children humanitarian response in Ukraine to work with consortium members Danish Refugee Council (DRC) and Right to Protection (R2P), as well as local NGO partners, to deliver a multi-sectoral program, aiming to improve the protection of those affected by the ongoing conflict in Ukraine. This includes protection, shelter, WASH, cash assistance and other activities for conflict-affected communities. The Consortium Management Unit (CMU) provides overall direction and member support, and will establish technical, cross-sectoral and operational fora through which consortium members will coordinate interventions.

The Protection Manager will manage and lead the consortium’s protection coordination, learning, and documentation to support high-quality programming, in alignment with the program design, relevant cluster guidance, global best practices, and in compliance with all BHA and internal requirements. They will engage with program leads for protection at consortium level, and in the field. This is a leadership role and will serve as key staff in the CMU.

  • Budget Responsibilities: N/A but has oversight of role-specific budget lines

KEY AREAS OF ACCOUNTABILITY:

Technical Management

  • Chair the UPC Protection Technical Working group.
  • Harmonize UPC approaches and resources for protection sub-sector activities (child protection, gender-based violence, psychosocial support, and legal aid).
  • Regularly update activity mapping tool that can highlight areas for collaboration and/ or integration in UPC and identify solutions to address any gaps.
  • In collaboration with UPC members, lead and manage development of tools or resources to improve the quality of cash for protection interventions.
  • Lead and manage development of tools or resources to promote integration between protection and rapid response mechanism cash assistance.
  • Establish and maintain strong working relationships with technical teams of the UPC to initiate, adapt or test new practices, approaches or methodologies.
  • Contribute to the design, planning and implementation of the UPC program.
  • Participate in the UPC Cash Working group as needed.
  • In collaboration with the communications team and MEAL Manager, identify and support opportunities for advocacy, media, and communication activities to profile the protection impact of the UPC.
  • Support planning, logistics, and approvals for visitors to UPC in-country.

Representation and Coordination

  • Participate in area-based coordination meetings (East and South) with international and national UPC partners when protection specific items are on the agenda.
  • Support the Senior Program Manager to develop, manage, and lead integration efforts and tools to increase the centrality of protection within the UPC.
  • Represent the UPC in relevant external protection meetings, networks, and events.

QUALIFICATIONS

  • Bachelors degree in social work, public policy, human rights, law or related field; Masters degree preferred
  • Fluency in English (C1 level), Ukrainian, and Russian, both verbal and written
  • Commitment to Save the Children values
  • Excellent analytical and creative thinking skills to identify proactive solutions to technical challenges

EXPERIENCE AND SKILLS

Essential

  • 4 years relevant professional experience, including minimum 1 year of experience in humanitarian protection programming
  • Demonstrable technical knowledge in at least one of the UPC protection sub-sectors: child protection, gender-based violence, psychosocial support, or legal aid assistance
  • Familiarity with relevant Ukraine protection cluster, working groups, and other humanitarian resources
  • Strong facilitation skills with a wide variety of stakeholders, including non-protection actors
  • Strong organizational and documentation skills
  • Highly developed interpersonal and communication skills including building relationships, influencing, negotiating, and problem solving
  • Ability to travel to southern and eastern regions of Ukraine for business purposes
  • Demonstrable success in self-directed and results-driven initiatives with a strong focus on supporting others
  • Demonstrable success in handling multiple competing priorities and working well within tight timelines

Desirable

  • Experience with BHA-funded programming
  • Experience with cash assistance programming
  • Experience working with international NGOs in Ukraine
