PROTECTION FIELD OFFICER (ZONE NORTHWEST)

WHO WE ARE The ICRC is a humanitarian, impartial, neutral and independent organization providing humanitarian protection and assistance for victims of armed conflict and other situations of violence. In Mexico, it takes action in response to the humanitarian needs of migrant persons, missing persons and their families, persons deprived of liberty and communities affected by violence. The ICRC’s regional delegation in Mexico covers Mexico and Central America. The Mexico mission carries out operations in four zones in the country. The zone northwest covers seven states and implements activities in three of them, specifically Baja California, Sonora and Chihuahua.

ROLE DESCRIPTION The Protection Field Officer contributes to the implementation and monitoring of ICRC Protection activities in the area of responsibility (AoR). Specifically, the Protection Field Officer oversees activities related to the Protection of the Civilian Population (PCP) (migrants and residents), immigration detention, Protection of Family Links (RFL) and promote the Minimum Protection Approach (MPA) in all activities implemented with National Society (NS).

MAIN RESPONSIBILITIES ▪ Represents the ICRC before other actors/authorities and in external fora ▪ Contributes to the analysis socio-political context, security conditions and of humanitarian needs, of the area of responsibility ▪ Organizes and leads field trips and drafts/shares related reports ▪ Contributes to the implementation of the Protection of Civil Population strategies in the zone ▪ Carries out Protection of Civil Population needs assessment with affected populations, guaranteeing the proper use of institutional tools and approaches as defined by the delegation ▪ Plans and carries out visits to Immigration Detention centers, in line with the delegation’s strategy and guidelines ▪ Maintains contact with relevant Immigration Detention authorities within the area of responsibility, under supervision ▪ Ensures the proper monitoring and follow-up of Restoring Family Links connectivity points, identifies needs and implements improvements/adaptations as required ▪ Internally, interacts with other protection/assistance specialists in their teams and in the country, those in charge of coordinating protection programs in Mexico, and other relevant departments within the Mexico Regional Delegation (i.e. communication, cooperation, logistics, administration, etc.). ▪ Externally, interacts with a network of contacts at local/state level, such as communities/affected populations, authorities, the National Society (NS), United Nations, civil society, and other relevant actors under the supervision of the Head of Zone

REQUIRED SKILLS AND EXPERIENCE Education and other specific qualifications: ▪ Bachelor’s degree in social sciences, law, anthropology, sociology, political sciences, international relations, public administration, policy, communication or similar ▪ Intermediate English ▪ Strong analytical and synthesis capacities ▪ Excellent communication and negotiation skills ▪ Ability to work within multidisciplinary and multicultural teams ▪ Experience within the Red Cross Movement an advantage ▪ Experience in humanitarian/field work an advantage Professional experience: ▪ 3-5 years’ previous professional experiences, for instance in the field of social/political/economic science or similar ▪ Previous experience working with migrant populations Other considerations: ▪ Available and willing to travel frequently to/within the zone, up to 60% of the time (several trips per week, sometimes for periods of more than 1 week) ▪ Driver’s license desirable ▪ Knowledge of the assigned geographic area and its communities is an advantage ▪ Previous experience working with communities is an advantage
