DEPARTMENT PURPOSE: Achieving systemic change and impact using Oxfam’s presence at every level from local, to regional, to global, aligned with the vision of the global strategic framework: influencing and engaging audiences around the world –through action and by generating financial support -to fight inequality to end poverty and injustice.

TEAM PURPOSE:

  • Ensuring that Oxfam’s influencing around the world including campaigns, advocacy, policy, research is high impact, and achieves systemic change with a focus on inequality and gender, rights & justice.
  • Leading, convening & managing Oxfam’s influencing work across the world. Consulting, co-creating and setting vision and direction of travel for Oxfam’s worldwide influencing work. Embedding an integrated people-powered approach in all Oxfam’s influencing work.
  • Enabling a strategic approach to working with allies and partners for influencing, ensuring co-creation, organisational humility, and support for partnerships and allyships
  • Lead Oxfam’s humanitarian policy and influencing activities.

JOB PURPOSE: This role will lead Oxfam’s global policy and advocacy work on hunger and protection in humanitarian contexts. The role will be expected to coordinate Oxfam Internationals advocacy on key hunger crisis across the globe, linking colleagues from countries, regions and affiliates. The role will also link closely with partners in project countries to support partner lead advocacy on the intersection between food security and protection, including arranging briefings for partners in international forums and decision making bodies.

The role will be expected to closely follow international policy discussions on food security, protection, IHL, anticipatory action, shock responsive social protection and other relevant topics, and formulate Oxfam policy positions. The role will also be responsible for identifying key moments and opportunities around which Oxfam can mobilize or campaign, such as World Food Day, annual launch of the Global Report on Food Crises, relevant UNSC meetings and briefings, UN OCHA Inter-Agency Standing Committee high level events, donor conferences and regional meetings, and working with media and campaign teams to influence these events.

BUDGET RESPONSIBILITY

The role will oversee part of a larger project budget managed across multiple parts of Oxfam. Project oversight and reporting will required

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Primary responsibilities

  • Develop and implement an international advocacy strategy to move decision makers to take decisive action on conflict and hunger
  • Ensure that advocacy efforts take a “local to global” approach in which steer is taken from project focus country staff and partners
  • Represent Oxfam in external coalitions and working groups
  • Manage Oxfam’s internal Rights in Crisis hunger working group, including hosting monthly calls
  • Coordinate efforts around different protection projects with counterparts in country, regional and affiliate offices
  • Oversee the creation of advocacy materials such as briefs, reports, sign on letters, organizational statements, and policy papers
  • Assist in the drafting of public statements for senior leaders of Oxfam
  • Provide information to media and comms colleagues to develop press releases, media material and donor briefings to amplify advocacy initiatives. In certain occasions act as spokesperson with media.
  • Reporting on project progress and identifying further funding opportunities

  • Excellent verbal and written communication skills in English.
  • Ability to multi-task, work flexibly, and meet tight deadlines.

Desirable

  • Experience engaging in advocacy on hunger, food insecurity and social protection in conflict and other humanitarian environments.
  • Experience in protection programming or protection advocacy
  • Ability to communicate in French and/or Arabic
  • Project management experience
