NRC

Context

The DRC Country office will work in at least four provinces in the east of DRC: Ituri, North Kivu, South Kivu, and Tanganyika. Programming includes rapid response assistance – usually cash; shelter; WASH; livelihoods and food security; education; information, counselling and legal assistance (ICLA); and humanitarian mediation and protection. NRC’s portfolio for 2021 will total USD 29 million. NRC also co-leads the Protection Cluster with UNHCR, provides technical and coordination support to the shelter cluster, and leads the Housing, Land and Property sub-cluster.

Role and responsibilities

Generic Responsibilities:

  1. Compliance and adherence to NRC policies, guidance and procedures
  2. Promote the rights of NRC beneficiaries, the respect of Humanitarian Principles and national protection strategies
  3. Provide overall technical support to the protection/conflict sensitive analysis/Humanitarian Mediation teams
  4. Contribute to the development of the Protection/HM strategy of the mission
  5. Ensure that the programme objectives, outcomes and deliverables are achieved
  6. Identify new trends and technical standards and ensure NRC’s adherence and compliance in line with global and regional strategies for protection work
  7. Contribute to fundraising; identify donor priorities & trends and develop and revise funding proposals & budgets by provide technical input to donor proposals and reports and ensure compliance with contractual commitments
  8. Lead and coordinate the advocacy strategy related to the protection of displaced people
  9. Provide technical direction and project implementation support in line with the protection policy, roadmap and global strategy for protection work within NRC
  10. Lead the integration of safe programming across all NRC DRC programmes through technical support, planning and capacity building of NRC teams.

Specific responsibilitie:

Strategy development and Quality programming

  • Identify country programme priorities, problems and challenges from a protection perspective
  • Support in the analysis of protection/HM needs and gaps within the NRC DRC mission
  • Support all NRC Core Competencies in DRC in ensuring the centrality of protection across programs at all levels
  • Lead on assessment design and analysis for protection
  • Lead on protection and multi-sectorial proposal and budget developments
  • Lead on protection narrative and financial donor reports
  • Contribute to the mission objectives included in the strategy documents, including the Balance Score Card
  • Ensure that key learnings are extracted from implementation, and incorporate them in the protection programme and staff development processes
  • Provide systematic training and build capacity of technical staff

Advocacy and stakeholders’ engagement:

  • Attend meetings and engage with sectoral coordination structures and stakeholders including the Protection Cluster and relevant sub-clusters.
  • Work closely with partner organizations in order to harmonize the implementation of international protection standards for beneficiaries and engage with duty bearers.

Planning and Reporting:

  • Support and contribute to multi sector assessments and response designs
  • Assess and analyze the context, identify constraints, opportunities, and priorities of the protection core competency
  • Provide protection inputs on proposals from other sectors to ensure protection is taken into consideration from the design phase across NRC programming.
  • Strengthen community-based protection mechanisms as relevant, ensuring protection is a strong, evidence-based element of NRC’s country program.
  • Develop briefing notes, reports and strategies on protection/HM issues.
  • Document local initiatives and best practices related to protection and Humanitarian Mediation.

Others

  • Elaborate the ToRs of the members of the protection/HM team and any other protection personnel in the mission.
  • Elaborate and develop/update the awareness raising/sensitization and training materials adapted to the context.
  • Develop service mapping and reinforce dialogue and awareness raising of protection issues in communities of intervention.
  • Contribute to protection mainstreaming in the humanitarian intervention in DRC.

Competencies

Professional competencies:

  • Minimum 4 years of experience within technical expertise area (protection, humanitarian mediation/community conflict resolution, advocacy) in a humanitarian/recovery context
  • Experience from working in complex and volatile environments
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal

Context/specific skills, knowledge and experience:

  • Knowledge of the DRC humanitarian context
  • Experience in team capacity building
  • Experience in community based and participatory programme planning approaches
  • Good understanding of key technical standards (IASC, protection mainstreaming, IHL, gender, humanitarian mediation and humanitarian principles, donors markers on gender and disability etc.) with the ability to integrate them into programming.
