Terms of Reference for an External Facilitator to conduct a one-day training for Lesbian, Gay, Bisexual, Transgender, Intersex and Queer+ (LGBTIQ+) Refugee Led Community Based Organisations (CBOs) on Proposal Writing

Program: Gender & Gender Based Violence Department

Location: Nairobi, Kenya

BACKGROUND

HIAS is an international non-profit organization that stands for a world in which refugees find welcome, safety, and opportunity. HIAS operation in Kenya was established in 2002 with the mission to provide vital services to refugees and asylum seekers and advocate for their fundamental rights so they can rebuild their lives. HIAS Kenya serves the most vulnerable refugees through our key signature programs: Gender and GBV, Legal Protection (which includes Resettlement and Child protection departments), Mental Health and Psychosocial Support (MPHSS), and Economic Inclusion.

The overall goal of HIAS’ global GBV Prevention and Response programming is for forcibly displaced refugee women, girls, sexual and gender minorities to pursue their potential and to access their human and legal rights, free from violence and oppression. This means HIAS GBV programming works to ensure;

(1) Forcibly displaced women, girls, sexual and gender minorities face a reduced risk of GBV,

(2) Survivors of sexual and physical violence have access to coordinated psychosocial, health, and legal services,

(3) Family, community, and institutions support refugee women, girls, sexual and gender minorities in accessing and using their rights.

HIAS is running a project with funding from the Bureau of Refugees, Population and Migration (BPRM) with an objective “To improve the safety, well-being and inclusion of vulnerable refugees and host communities in Nairobi through community-based protection. and enhancing the social and economic protection of vulnerable refugees including youth and LGBTQI+ persons through integrated services, HIAS seeks an external facilitator to support in the following.

THE PURPOSE OF THE CONSULTANCY

The purpose for the consultancy is to train LGBTIQ+ Refugee Led CBOs in proposal writing.

METHODOLOGY AND SCOPE OF WORK

In close co-ordination with HIAS, the Facilitator will implement the following tasks:

1. Design the training resources:

a. Develop the training content for the one-day training to be delivered through interactive activities, methodologies, and discussions

b. Draft the methodology, training content and schedule and submit to HIAS for review and approval and finalize on the same.

2. Conduct the one-day training based on the approved methodology and training content/ schedule and prepare the training report.

The training shall be a one day in person training for 20 LGBTIQ+ CBO leaders.

EXPECTED OUTPUTS AND DELIVERABLES:

The following will be the expected deliverables and outputs of the engagement:

• Work plan for developing the training, and proposed methodologies.

• Soft copies of all presentations and training notes.

• Develop tools of measuring and evaluating training outcomes including Pre and Post Tests

TIME FRAME

The facilitator should be able to undertake the tasks concurrently to fit within the planned HIAS work plan and timeframe, without compromising the quality of work expected. This will be:

i. Review existing information provided by HIAS and develop training content-2 days

ii. Review and feedback from HIAS- 1 day

iii. Conduct one day training

iv. Produce training report for first review and feedback-2 days after training

v. Produce final report-1 day after HIAS first review

INSTITUTIONAL ARRANGEMENT

RESPONSIBILITIES

HIAS will be responsible for the following:

• Overall coordination including mobilisation of participants, venue and other logistics

• Technical and operational support required throughout the training process.

• Technical review of all training content, tools, and reports.

The facilitator will be responsible for the following:

· Developing of training resources, reviewing existing information, preparing training outlines and objectives.

· Developing of an appropriate methodology for the training specifically one that is participatory.

· Developing training report

FACILITATOR’S COMPETENCIES, EXPERIENCE AND SKILL REQUIREMENTS:

· Individual with demonstrable experience in proposal writing and conducting trainings on the same

· Prior experience in working with diverse populations, including the LGBTIQ+ community.

· Prior experience in developing participatory training resources

· Experience in working in Humanitarian sector and with refugees in urban setting preferably in Kenya.

• A detailed technical proposal, with budget, clearly demonstrating a thorough understanding of this ToRs and including but not limited to the following.

o Facilitator/Company Profile

o Demonstrated previous experience in similar assignments and qualifications outlined in this ToR. Please attach a previous training report where applicable.

o Team composition and level of effort of each proposed team member and include CVs of each team member.
