Contract Duration: 5 months (15 August 2022 to 15 January 2023)

BACKGROUND

The Colombo Plan for Cooperative Economic and Social Development in Asia and Pacific (more commonly referred to as The Colombo Plan) was founded in 1951 in Colombo, Sri Lanka, to serve as a cooperative venture for the economic and social advancement of the peoples of South and Southeast Asia. Today, the Colombo Plan is a globally renowned intergovernmental organization with a membership of 27 countries in the Asia-Pacific region and globally.

In May 2014, in an effort to provide support to vulnerable and marginalized women, men, girls and boys and promote a just and equitable society in collaboration with member governments and other stakeholders, the Colombo Plan Council approved the establishment of the Gender Affairs Programme (CPGAP). Accordingly, the CPGAP focuses solely on women and children’s rights, issues, and development in Colombo Plan member countries. The CPGAP has two flagship projects in Afghanistan that are implemented through six local partner organizations.

The CPGAP is seeking an experienced proposal writing professional to assist our team in preparing various funding and project proposals for institutional and private funders. The selected proposal writer will play a key role in securing new projects and funding for the Gender Affairs Programme by working in collaboration with CPGAP leadership and programme team to outline, draft, and finalize grant and project proposals for a variety of funders. A successful proposal writer will help ensure that proposals submitted by CPGAP are highly competitive, responsive to donor guidelines and priorities, and align with the organization’s values.

Job Duties and Responsibilities

The Proposal Writer will work directly with and under the direction of CPGAP leadership and will be responsible for providing proposal writing support.

  • Prepare project proposal in response to the RFPs, RFAs and Expression of Interests.
  • Prepare both financial and technical proposals.
  • Analyze and develop concept notes for Projects.
  • Search market regularly for potential opportunities.
  • Search and contact with donors that are providing funds in core areas focused on women and children’s rights and protection.
  • Take initiatives for fund raisings.
  • Organizing meetings, inclusive of CPGAP leadership, with potential donors for fund raising opportunities.
  • Develop required documents, processes, policies and procedures required for funding by donors.
  • Liaising: Establishing relationship with donors; embassies, international community, NGOs and INGOs working within the Asia-Pacific region and beyond.
  • Provide necessary information regarding programmes, funding status, reporting time and proposal development.
  • Advise programme staff on issues relating to donor compliance

Qualifications and Functional Competencies

  • An advanced degree in a relevant area is preferred.
  • 4 to 6 years of work experience within an international or local NGOs or other relevant organizations on proposal writing and organization capacity building.
  • A minimum of 3 years of practical experience in similar positions.
  • Able to conceptualize, design and plan for projects and to prepare reports and proposals.
  • Able to manage and plan the work effectively and meet deadlines.
  • Able to establish working relationships with the government and non- government organizations and effective outreach and networking.
  • Able to build close working relationships and trust with programme team.
  • Ability to build strong lines of communication with stakeholders and within the team.
  • Experience writing proposals for government institutions; experience with USAID and other US government agencies is plus.
  • Strong ability to manage time and meet established deadlines.
  • Strong organizational skills, attention to detail, and follow-through.
  • Flexibility and capacity to collaborate across teams.
  • Fluent in English (written and verbal).
  • Excellent written communication skills.
