Context:

The International Organization for Migration (IOM) is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).

The conflict and violence in Syria continues to cause large-scale displacement of populations. Over 6 million people remain displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to vulnerable IDPs living with host families and in increasingly crowded camps and settlements. The combination of an extremely large, displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.

The United Nations Security Council (UNSC) – through Resolution 2585 (the 2021 resolution) – allows the United Nations (UN) and its partners to provide cross border assistance from Turkey to Northern Syria. IOM Turkey’s cross-border humanitarian assistance in Syria is managed from Gaziantep.

Under the overall supervision of the Senior Programme Coordinator, and the direct supervision of the Programme Officer (Transition and Recovery), the successful candidate will assist in supporting specific activities related to the implementation of Early Recovery, Food Security, and Cash-based interventions for the Cross-Border operations managed from Turkey and implemented inside of Syria. Work will be carried out in accordance with holistic approaches and in close coordination with other IOM programmes and participation in the Early Recovery and Livelihood and Food Security and Livelihood clusters.

Core Functions / Responsibilities:

  1. Consolidate inputs and draft specific segments of project proposals and donor reports as instructed for Food Security (FS) and Early Recovery and Livelihoods (ERL) activities, including Cash-Based Interventions (CBI).

  2. Compile general background information from readily available sources and provide specific inputs to support the implementation of FS and ERL interventions/projects (activities and project documentation) as delegated from the Transition and Recovery Programme Officer in line with proposals, strategies, and donor requirements.

  3. Compile general background information from readily available sources and provide specific inputs to support the delivery of high-quality FS and ERL interventions/activities by IOM and its implementing partners, in accordance with the agreed Country and FS/ERL strategies, tools and guidelines.

  4. Track the implementation progress of IOM FS and ERL interventions/activities, and draft specific components or elements of progress reports to the Programme Officer.

  5. Provide technical inputs and information to support the Programme Officer on capacity building of IOM’s and implementing partner’s FS/ERL staff in relevant competencies.

  6. Monitor and track project budget and burn rates throughout the project cycle.

  7. Carry out appropriate data and information management processes required for tracking the implementation of IOM’s projects and share information with the Programme Officer.

  8. Provide administrative and logistical support to the Programme Officer for the coordination efforts with other units aimed at improving the collaboration and implementation of holistic interventions.

  9. Provide specific inputs to assist in developing and implementing a visibility strategy that promotes the work and achievements of the unit in the FS and ERL sectors.

  10. Work to facilitate protection mainstreaming in all FS and ERL interventions related activities throughout the project-cycle. This includes – but not limited to – safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to IOM’s services, adequate accountability to affected populations and participation and consultation.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in international development, humanitarian assistance, international relations, or a related field from an accredited academic institution relevant professional experience; or

• University degree in the above fields with at two years of relevant professional experience.

Experience

• Previous experience in community-based programming, food security and transition and recovery contexts;

• Previous experience writing in English for project proposals, donor reports, and/or communications in the international development or humanitarian aid sector;

• Previous experience in budget development and monitoring;

• Familiarity with the in-kind and cash assistance modalities;

• Previous experience with and knowledge of countries’ funding mechanisms is an asset;

• Experience in a cross-border operations as part of the Syria response is an advantage;

• Work experience in the Region is a highly valued asset.

Skills

• Proficient use of Microsoft Office such as Excel and PowerPoint and other software.

• Proven early recovery and resilience as well as food security technical experience.

• Delivers on set objectives in hardship situations.

• Effectively coordinates actions with respective stakeholders.

• Demonstrated ability to establish effective and working relations with local staff and other stakeholders.

• Familiarity with the Syrian context is an added advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
