Context:

Under overall supervision of the Senior Programme Coordinator (Refugee Response) and the direct supervision by the Recovery and Stabilization Officer, the successful candidate will be responsible for assisting in the provision of specific programme support activities for the Recovery and Stabilization Unit.

Core Functions / Responsibilities:

  1. Conduct preliminary review of methodologies, processes, Standard Operating Procedures (SOPs) and other tools with regards to specific IOM interventions in the areas of Shelter/ Non-Food Items (NFIs), Water, Sanitation and Hygiene (WASH), Community Stabilization and Cash-Based Intervention (CBI), taking into account the feedback, lessons learned and best practices from other/previous projects.
  2. Support the delivery of high-quality Shelter/NFI, WASH, Community Stabilization and CBI activities by the International Organization for Migration (IOM) field staff by producing flow charts, schedules, graphs and tables.

  3. Provide preliminary technical input for the preparation or review of technical specifications, Bill of Quantities (BoQ), drawings of the community stabilization, WASH and Shelter intervention planned to be implemented as necessary.

  4. Monitor and update operational, administrative and budgetary data in the relevant information systems of ongoing Shelter/NFI, WASH, Community Stabilization and CBI projects, in close coordination with the support units as required.

  5. Monitor the intended scope, timeframe, quality and budget of Shelter/NFI, WASH, CS and CBI projects and promptly notify the supervisor of any delays or workarounds that may be required for timely completion of activities.

  6. Collect and compile required or otherwise relevant information and data in line with the monitoring and reporting requirements for the subsequent preparation and submission of project reports according to IOM and donor formats.

  7. Consolidate inputs and draft specific elements or components to support the development of concept notes, project proposals, donors’ reports, communication material and documentation related to recovery and stabilization programming.

  8. Assist with the analysis of gathered data utilizing RSU information management tools to contribute to the compilation of comprehensive multi-sectorial profiles and reports on community infrastructure, security, access to services, population, markets, social and economic situation.

  9. Support the evidence base for RSU programming by reviewing other community and thematic assessments and reports from United Nations (UN) agencies, working groups, International Non-Governmental Organisations (INGOs) and Large Non-Government Organisations (LNGOs), particularly in the humanitarian as well as stabilization and recovery context.

  10. Provide assistance to RSU colleagues in their liaison activities with relevant authorities, United Nations agencies, nongovernmental organization and other stakeholders as required.

  11. Participate in site visits as an observer with respect to recovery and stabilization project activities.

  12. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Engineering, Business Management or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Experience in community-based programming, transition and recovery contexts, project

support and management;

• Experience in a shelter/ NFI, Cash and WASH operations as part of the Syria response is an advantage;

• Effectively coordinates actions with other implementing partners;

• Has significant Shelter / NFI, Cash and WASH technical experience to guide the technical part of Shelter and WASH project component;

• Experience working with international humanitarian and development organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;

• Work experience in the region a highly valued asset.

Skills

• Proficient use of Microsoft Office such as Excel and PowerPoint and other software.

• Proven Shelter / NFI, Cash and WASH technical experience.

• Delivers on set objectives in hardship situations.

• Effectively coordinates actions with other implementing partners.

• Demonstrated ability to establish effective and working relations with local staff and other stakeholders.

• Familiarity with the Syrian context is an added advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
