ROLE PURPOSE:
The project officer will play a key role in the in planning, coordinating and implementing the project
activities in coordination with the different stakeholders. S/He will be accountable for ensuring cost effectiveness and efficiency of operation through the management of various functions of the operational aspects of this project in coordination with SC support units: Finance, HR, Admin and Procurement units.
S/he will be responsible for implementing daily tasks to ensure that the project meets its targets abiding
by SC and the donor related policies and procedures. S/he will provide administrative support to the
office and field staff.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

PROJECT SUMMARY:
The project “Humanitarian support to vulnerable and conflict-affected IDP families in camps and informal settlements” aims to support 54,284 vulnerable and conflict-affected internally displaced persons (IDP) individuals tomeet their acute humanitarian needs related to WASH and protection services. Targeted people are living in seven camps (i.e. Kabarto 1, Chamisko, Bajet Kandala and Dawadia in Dohuk, Qaratu in Diyala and Tazade and Arbat IDP in Sulimaniyah), and 21 informal settlements and adjacent areas with high severity of needs in water, sanitation, and hygiene (WASH) and protection services. The project will be implemented in governorates of Diyala, Ninewa, Salah ad Din, Kirkuk, Sulimaniyah and Dohuk.

SCOPE OF ROLE:

Reports to: Solid Line: BHA Project Manager.
Dotted Line: WASH and Child Protection Programme managers.
Staff reporting to this post: None.
Field Travel: The post holder would be required to travel at minimum 70% to the field sites.

**KEY AREAS OF ACCOUNTABILITY :

Project Planning and Implementation:**
* Assist the Project Manager and Program managers in overseeing the effective implementation of the project objectives, ensuring high quality and timely deliverables to fulfil our obligations to stakeholders at all levels;
* Work closely with the project manager to develop the project operational work plans. Document any change in the approved work plan and report to the Project Manager any expected changes that would need prior approval from the donor;
* Lead on specific components of the project implementation (BHA compliance requirements).
* Coordinate with other project managers and project Coordinators to ensure timely delivery of the project implementation and synergy amongst the different project components and that delivery is cost effective;
* Ensure accurate monitoring & evaluation and indicator tracking plans for the different project
components with support of Monitoring, Evaluation, Accountability and Learning (MEAL) team;
* Work closely with the MEAL Manager and MEAL officers in the field to ensure that accountability and feedback mechanisms are established within the project is inline with SC and Donor requirements.
* Responsible for monthly reports and compiling inputs from different team members;
* Organize and maintain project files and documentation, maintain electronic and paper records;
* Overall, the project officer has to adhere by SC policies, procedures and code of conduct that
will be introduced in the induction period.

Procurement and administration related function:
* Follow up on the execution of the project procurement plans in coordination with other project leads at field level (Coordinators) as per the project workplans.
* Oversee the procurement and ensure compliance and filing of required documents in accordance with Donor and SC policies in collaboration with the procurement department;
* Prepare Purchase requests and orders in addition to ensuring that all the supporting documents and specs. Needed are presented as per SC and donor regulations and policies
* Provide regular update on the status of the procurement to the project manager
* Support the project team in organizing trainings, workshops and other events in the field, as deemed necessary;

Finance related function
* Oversee the timely preparation and submission of the advances and monthly cash request;
* Manage cash-flow, program advances and cash request projections for all program expenditures;
* Develop documentation and tracking tools for project financial requests in coordination with other Project Managers and follow up on payment release and settlement according to SCI regulations and policies;
* Ensure that activities are implemented in accordance to the Plan of Action (PoA) and in timely manner and in line to project budget along with the project manager guidance.
* Adhere to SC financial procedures and policies.
Carry out other related tasks as assigned by the Project Manager

QUALIFICATIONS AND EXPERIENCE:
Essential:

* Bachelor’s level degree in a relevant subject
* Excellent knowledge of the needs of IDPs living in camps and informal settlements.
* Good knowledge of key international standards and guidelines related to WASH and child protection,
* 3-5 years of experience, including INGO with Previous experience In BHA/OFDA funded projects.
* Excellent communication and interpersonal skills and ability to work collaboratively as part of a
team.
* Excellent organisational and planning skills, attention to details and the ability to manage time and prioritize work under pressure.
* Previous managerial experience is preferable.
* Excellent knowledge of computer programs (Excel, Spreadsheets, accounting programs, etc).
* Excellent language skills in both English and Arabic (written and verbal) is required, Kurdish is a plus.
* Strong organisational skills;
* Flexibility, ability to multi-task, meet deadlines and set priorities;
* Experience in financial accounting and administration is a must (preferably in similar setting);
* Good knowledge of child safeguarding will be an added advantage; and
* Commitment to Save the Children values.
