JOB BRIEF

The Project Specialist (PS) position is based in Tunis and supports the implementation and management of the security sector reform project (SSR). This position reports to the SSR Project Officer (PO) and works closely with the Tunisia Country Manager. This is a host-country national Personal Services Contractor position. Hiring for this position is contingent upon funding availability.

RESPONSIBILITIES

Program support

• Liaise and collaborate with the SSR PO, Tunisia Country Manager, local partners, and other staff to design and implement the project activities.

• Develop and maintain stakeholder relationships critical to the successful implementation of all activities.

• Contribute to the design and development of engagements agendas and documentation.

• Develop the drafts of monthly and quarterly reports.

• Contribute to drafting annual and quarterly project workplans.

• Arrange meetings with external stakeholders

• Contribute to the facilitation and monitoring of project activities.

• Provide translation and interpretation support as needed in English, Arabic, and French.

• Collaborate with HQ and Tunis based staff to ensure timely preparation of programmatic and financial reports to the Tunisia Country Manager, the PO and to other entities as appropriate.

• Follow up with partners, attend meetings, and take notes as needed.

• Contribute to concept notes and proposal design;

• Ensure that databases and documents are updated as necessary and in a timely manner to enhance the knowledge management of USIP’s programs;

• Provide security and political updates as needed and maintain a high level of security awareness.

• Represent USIP when/where necessary.

Admin and logistical support

• Oversee and lead the logistical preparations for a successful implementation of the project activities. This includes, but is not limited to contract submission, document preparation for contracts, expert contacts, events coordination, and budget projections.

• Support team members to ensure all staff follow USIP policies and procedures: security, finance, administration, and operations.

• Perform other duties as needed.

Reporting and M&E

• Support the design of M&E tools.

• Contribute to the collection and analysis of M&E data.

Qualifications:

• Master’s degree preferred

• Three (3) or more years of related experience.

• Knowledge of Tunisia’s political dynamics and security sector thematic expertise required.

• Demonstrated project design, implementation, and monitoring, evaluation & learning experience.

• Strong time management skills with the ability to prioritize work and meet deadlines.

• Demonstrated research, analytic, and writing skills. Able to write effectively in a variety of formats and for a variety of audiences.

• Fluency in Arabic and English speaking, writing, and reading is required. Fluency in French is strongly preferred.

• Must have the ability to design and manage budgets.

• Must have strong collaboration skills and coordination skills, balancing needs and priorities of multiple stakeholders.

• Must have excellent interpersonal skills.

• Strong skills in Microsoft Office, particularly MS Word, MS Outlook, and MS Excel is required.

Additional information:

• Working hours: Full time (40 hours/week)

• Location: Based in Tunis, Tunisia

• Contract Duration: 2 years with possibility of extension.

• Salary: Salary is commensurate with qualifications and experience
