Job Brief
The Project Specialist (PS) will contribute to, support and lead certain technical and administrative elements of USIP’s project with the International Diplomatic Academy of Tunisia and be responsible for supporting the Program Officer in all elements of program planning, implementation, and reporting. The position is based in Tunis, Tunisia.

The PS will actively contribute to and coordinate program activities including workshops, trainings, lecture series, international visits, and equipment procurements. The PS will also support project administration, financial management, and the collection and analysis of data on program impact and will ensure that the data is used in program learning and adaptation.

This is a full-time Personal Services Contractor position that reports to the Program Officer and will work closely with USIP’s team in Tunisia as well as headquarters in Washington DC.

Responsibilities
• Support efforts to effectively implement program activities on time and within budget.
• Build strategic partnerships and cultivate contacts with subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to advance project goals.
• Lead equipment procurement and handover process.
• Ensure individual and team compliance with USIP policies and procedures, namely, effective program management, compliance, security, finance, administration, and operations.
• Support contract management, including partner/contractor procurement, invoicing and expense processing, and payment monitoring.
• Support writing of weekly, monthly, quarterly and final programmatic reports that capture program impact.
• As needed, represent USIP at meetings and with networks or other organizations working on local governance.
• Regularly engage with USIP’s headquarters staff in DC.

Performs other duties as assigned.

QUALIFICATIONS
• Bachelor’s degree in peace and security studies, law, politics, public policy, international relations, diplomacy, or other relevant discipline. Three (3) or more years of relevant work experience with government actors in Tunisia or the region.
• Experience in project management.
• Experience in organizing workshops, trainings, and international visits and exchanges.
• Experience in budget management and contracting.
• Demonstrated ability to liaise effectively with current and former senior government officials in Tunisia, US, and Europe.
• Demonstrated understanding of conflict-sensitivity, gender-sensitivity and do-no-harm principles and practice.
• Proficiency in English speaking, writing, reading required. Proficiency in Arabic and French preferred.
• Strong report writing skills required.
• Strong interpersonal and teamwork skills.
• Experience in mediation or facilitating consultation processes highly desirable.
• Experience working with results frameworks and data collection highly desirable.

This is a personal services contractor position for host – country national in country.
