About the Program
The New Colombo Plan (NCP) is a signature initiative of the Australian government which aims to lift knowledge of the Indo-Pacific in Australia by supporting undergraduates to study and undertake internships in the region, ultimately helping to strengthen Australia’s regional standing by building a diverse cohort of Australian alumni with deeper Indo-Pacific knowledge, capability, and connections. The NCP Program involves three program areas: Scholarships for students to undertake study, language training and internships in the region, mobility grants to universities to fund student participation in shorter projects in the region and an Alumni Program.

Palladium is the service provider appointed by DFAT to provide managed administrative and support services (MASS) to the NCP Program. The Palladium MASS team provides an integrated suite of services to enable the NCP operational delivery including providing administration services to the Scholarships, Mobility and Alumni Programs, and delivering cross – cutting functions such as financial management. communications and marketing, monitoring and evaluation, events management and risk management.

The Role
The Project Operations Coordinator is responsible for providing effective project operations support for the NCP MASS program across all operational functi ons including procurement, contracting and supplier management, financial administration and human resource administration.

This role reports to the Deputy Director (Operations), NCP MASS and is full-time, fixed term contract until 30 June 2025. The role also works closely with the NCP MASS management team, providing operational support to the Scholarships, Mobility and Alumni program areas.

Location:
Preference for this role is to be based in Adelaide but Brisbane will be considered.

Primary Duties and Responsibilities:

  • Support the Deputy Director (Operations) in the administration and coordination of all procurement and contract management processes for the Program in accordance with Program and contractual requirements:
  • Ensure all procurement processes align with the Australian Commonwealth Procurement Rules (CPR’s), Indigenous Procurement Policy, DFAT and Palladium’s procurement policies and processes.
  • Engage with internal and external stakeholders to ensure timeframes for priority procurements are adhered to, in line with the program procurement plan.
  • Support the negotiation and administration of supplier contracts and purchase orders.
  • Create and maintain pre-approved panels of consultants, and service providers.
  • Maintain a register of all supplier contracts, and support extension and renewal processes where appropriate.
    Support for program planning, budgeting and reporting processes, as part of monthly, quarterly and annual cycles.
  • Support the human resource administration and recruitment for the NCP MASS team.
  • Develop employment contracts and amendments for project staff and contractors.
  • Provide support for recruitment, advertising, compiling of applications, undertaking reference and due diligence checks.
  • Support other Program areas in accordance with Program and contractual requirements:
    • Undertake quality and contract compliance tasks to ensure service level requirements are met.
    • Working in accordance with relevant corporate and program quality management system policies and procedures, regularly update key program documents and data capture records e.g., for external and internal auditing purposes.
    • Develop and populate service agreements, data spreadsheets, and tasking notes for the Deputy Director’s (Operations) approval.
    • Undertake any other reasonable duties as directed.

Required Qualifications and Key Competencies:

Essential

  • Experience in a project operations role, preferably within a DFAT and/or a donor project context.
  • Strong understanding of procurement policies and procedures governing Australian public procurement, including Commonwealth Procurement Rules and Indigenous Procurement Policy, and experience of applying them in procurement processes.
  • Experience in coordinating procurement plan implementation and procurement processes.
  • Experience in contract administration and supplier engagement in a project context.
  • Experience in supporting project recruitment and HR processes.
  • Experience in supporting project operational planning and budgeting processes.
  • Demonstrated effective stakeholder engagement experience with strong interpersonal skills.
  • Demonstrated strong analytical thinking and pro-active problem solving.
  • Excellent organisational and computer skills, especially with MS Word and Excel.
  • Proven strong written and verbal communication skills.
  • Fluency in English.
  • Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
