Context:

In 2019, IOM launched, in conjunction with its Internal Justice System Platform to report all types of misconduct named “We Are All In”. The Platform is a one stop shop to formally report any type of misconduct confidentially in two clicks, find information about different misconducts as well as access all capacity building and awareness raising tools developed for each misconduct. The Platform is currently hosted by and under the management of Gender and Diversity Unit, working closely with Office of Director General (ODG), Office of Deputy Director General on Management and Reform (ODDG M&R), Office of Inspector General (OIG) and other relevant Departments and Divisions.

Under the direct supervision of the Head, Gender and Diversity Unit, the successful candidate will be responsible and accountable for the management of the “We Are All In” Platform, in line with IOM Internal Governance Framework priorities.

Core Functions / Responsibilities:

  1. Ensuring full operationalization of the “We Are All In” (WAAI) Platform through management of the platform, provision of technical assistance to stakeholders and the day-to-day activities related to its functioning and implementation, including monitoring and evaluation of utilization of the platform (as an information source and reporting platform on misconduct), interdepartmental consultations and coordination as required.
  2. In coordination with relevant stakeholders, support the enhancement of IOM’s accountability to its staff by maintaining and further developing the WAAI Platform into a central repository and a one-stop-shop on information on how to address grievances and misconducts in coordination and collaboration with respective entities within the organization.
  3. Support the development of additional materials on misconducts in coordination with relevant departments such as Department of Financial and Administrative Management (DFM), Department of Human Resources Management (DHR), Office of Ethics and Conduct ( ECO), Accountability to Affected Populations (AAP), etc.
  4. Enhance outreach activities to increase personnel awareness of the WAAI Platform and its functions. Activities may include awareness campaign, coordination with Regional and Country Offices, ensuring translation of materials in appropriate languages, webinars and capacity strengthening efforts.
  5. Design and administer the WAAI platform to ensure inclusion of relevant information including FAQs and awareness raising materials relevant to internal and external stakeholders, including external complainants, such as other UN agencies, implementing partners and beneficiaries.
  6. Identify emerging issues relevant to the technicality of the platform, assist with any troubleshooting as well as the technical modifications needed to facilitate a smooth and confidential reporting process.
  7. Work with the Department of Information and Communications Technology (ICT) and Online Communications Unit (OCU) to ensure WAAI Platform is aligned with IOM ICT Policy and is well integrated in the relevant IOM internal and external websites. Coordinate closely with Media and Communication Unit (MCU) to ensure that the Platform’s utility and functioning adhere to IOM branding guideline and standards.
  8. Coordinate project activities and deliverables including information management and analysis, narrative and financial reporting.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Communications, Preventive Communications and Behavioral Change, International Affairs, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in one of the organizations of the UN Common System and experience in the field of behavioral change strategies are distinct advantage;
  • Experience in reporting and evaluation; and,
  • Experience in liaising with governmental authorities, other national /international institutionsand NGOs.

Skills

  • Good knowledge of IOM project development and management;
  • Familiarity and understanding of web design advantageous; Microsoft Office and Adobe CC, Final Cut Pro, as well as notions of web development, experience using different CMS is an advantage;
  • Ability to effectively apply knowledge of cross-cultural communication theories and practices, and recognize their application within the existing IOM processes;
  • Ability to deliver behavioral change strategies customized to the needs of IOM;
  • Ability to anticipate and understand internal and external issues and opportunities that may impact the reporting process in IOM;
  • Ability to adapt best behavioral change practices to the requirements of IOM; and,
  • Ability to facilitate the achievement of strategic objectives.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Fluency in French, Spanish or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
