TITLE: Project Officer – Sida CSO Capacity Building Project

TEAM/PROGRAMME: Program Operations

LOCATION: Bangkok Office

CONTRACT LENGTH: 1-year contract with possibility of extension

ROLE PURPOSE:

Save the Children promotes children’s opportunities to act in order to improve their own lives through an enabled civil society. We believe that in their role of holding states to account, civil society organizations would enable and support children to participate in governance as active citizens and agents for bringing about positive change in their societies.

The SIDA- SC Sweden’s Global Programme for Civil Society Strengthening 2022-2026 works with our current networks of child rights allies within civil society in Myanmar and Thailand and build their capacity to support and empower children to claim their rights. With both countries facing a loss of democratic voice and increased rights violations of children, including threats to their safety, we will focus primarily on strengthening child participation in civil society’s actions to prevent and respond to violence against children. We will strengthen CSOs capacity to work with children to allow them to claim their rights safely and to seek accountability for rights violations. Throughout, we will build on the relevant strengths of both COs, and the CSOs they partner with, and build collaboration across civil society movements, including youth-led movements, across the two countries.

This role will be responsible for supporting the successful delivery of the project which is being led by the Program Coordinator, co-lead the coordination with different CSO partners, support the Program coordinator to co-organize training and support monitoring of the project expenditure.

Role Dimensions: The role will require supporting a cross country program implementation which driven by CSOs partners in Thailand and Myanmar where successful delivery will require gaining content input from project partners, and collaboration with SC in Myanmar and Asia Regional Office to ensure synergy of program.

KEY AREAS OF ACCOUNTABILITY:

Project Officer Role within Project Structure

  • Assist Program Coordinator on overall coordination and implementation to Sida CSOs project and ensures program quality and standard based on SC program quality
  • Support the Sida CSOs partners to ensure coherent and strategic support, including partners’ project implementation and follow-up to ensure timely deliverables and compliances
  • Organize trainings and capacity building activities with partners as appropriate; Provide administration and/or logistical support to counterparts and the program team in the delivery of events, meetings and activities as required
  • Represent THA-Sida CSO Project in coordination meetings such as partners meeting and other relevant meetings as delegated by the Program Coordinator; Builds relationship with Government Organizations, CSOs, especially in the areas of child rights and civil rights
  • Monitor and keep abreast of developments in child rights and civic space in Thailand to inform the development of programming policy work and support adaptive intervention
  • Assist with review and finalization of internal project analysis under the project, presentation and dissemination of research findings with relevant partners
  • Responsible to review partners’ financial and narrative report review and compliance monitoring; timely report on issues that may arise
  • Responsible to monitor and report on all evidence and knowledge generating activities, including and concerns in regards to partners’ operations and challenges on timely manner; effectively keep record of concerns, issues and mitigation strategy
  • Responsible to work with MEAL team to update and report on MEAL plan
  • Actively contribute to annual project implementation and budget planning
  • Liaise with other projects, Program Quality, and other team as relevant

Coordination

  • Conduct regular meetings with the project partners to promote close collaboration and coordination
  • Participate in regular Sida CSOs cross-border and Asia Regional meetings

QUALIFICATIONS

  • Thai Nationality
  • A university degree is required in one of the following fields: international relations, political science, communications, international development, human rights or another relevant technical field.
  • At least 2-3 years of experiences in working with NGO and/or INGO sector
  • A professional experience in one or more of the following areas is required: programme and knowledge management, external relations, or other relevant area

EXPERIENCE AND SKILLS

Essential

  • Excellent analytical and problem solving skills
  • Good experience in using project management processes and tools including risk management, benefits management, financial management and quality assurance
  • Strong communication skills (written & oral English), including the ability to communicate and present to key stakeholders
  • Strong influencing and negotiation skills, together with the ability to influence and motivate others
    • The role will involve liaison with a wide range of people and will require a proven track record in dealing with people at all levels with credibility, tact and diplomacy
    • Demonstrated ability to remain objective/neutral
  • Cultural awareness and experience of delivering solutions internationally
  • Ability to resolve issues swiftly and decisively whilst safeguarding standards and procedures
  • Experience in partnership management

Desirable

  • Experience of working in project environments and supporting the successful delivery of projects
  • Non-profit sector knowledge/experience
  • Work experience in one or more of the following issues: Child Rights, Child Protection, CSO capacity building, Child protection system, investment in children, inclusion and civic space.
  • Demonstrated knowledge of the Save the Children’s approach in building the CSOs capacity is a preferential qualification: such as financial, HR, supply chain, gender and inclusion, and technical areas.
