Context:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighboring countries have been reported countries in the following days. As response to the Ukrainian crisis, IOM Chisinau has increased operational activities which requires additional administrative staff.

Under the overall supervision of the Head of Programmes and direct supervision of the Programme Manager Shelter Settlement/ Cash-Based Interventions (CBI), the Project Officer (Shelter and Settlement (S&S)) will be responsible for the implementation of IOM Shelter/Non-Food Items (S/NFI) programme activities and initiatives, including administrative works and field operations, and the coordination and reporting of the IOM Moldova Housing/CBI Projects.

Core Functions / Responsibilities:

  1. In close coordination with the Programme Manager, supervise the relevant team in the conduct of comprehensive sectoral (NFI, Rental Market, contingency needs, Mid- and long-term housing) needs assessments while liaising with other relevant sectors such as protection, CBI, Food, etc. Engage with relevant stakeholders to help ensure that the beneficiary selection process prioritizes the shelter needs of the most vulnerable forcibly displaced and their hosting communities are addressed.
  2. Provide technical and process related inputs to help strengthen and document shelter strategies; periodically review them to check that evolving situations are reflected and that they align with national and global level policies and guidelines, taking into consideration area-based multi-sectoral approaches, age and gender, culture, climate, environmental protection, and the availability of local resources, including materials, capacities, and existing infrastructure.
  3. Monitor the work of implementing partners and provide guidance and training as required.
  4. Facilitate the planning, development, supervision, and implementation of all shelter and NFI activities of the programme in both refugee accommodation centers (RACs) and host communities and check the quality of deliverables as needed.
  5. Draft regular progress reports, weekly Sitrep, Monthly reports, and 5W Matrix and provide specific technical inputs to support the preparation of external reports, technical guidance notes, presentations, and brochures; icompile beneficiary lists in locations, and monitor staff/volunteer activities to enable the implementation of the programme as planned. Ensure that all data and information is archived and shared appropriately in line with IOM data protection policies.
  6. Assist in building the capacity of the project Assistants to ensure efficient and timely implementation of the project activities and objectives. Draft and maintain an activity work plan for the unit.
  7. Monitor the data collection related to beneficiaries, IOM selection of households and ensure adequate information sharing internally and externally.
  8. Act as a technical focal person for the partnership with Habitat for Humanity for housing ecosystem assessments, ensuring the provision of documentation related to processes and tools used in the assessment, and update the Programme Manager in a timely manner.
  9. Monitor the implementation of the social housing innovation project, and document the steps and project progress.
  10. Undertake field visits and liaise with counterparts as per programme requirements.
  11. Compile and draft shelter programme beneficiaries’ stories and other periodic reporting, and ensure the unit’s shared folder is kept up to date.
  12. Facilitate the integration of cross-cutting issues in the programme such as Housing, Land and Property (HLP), Disaster Risk Reduction (DRR), Gender-Based Violence (GBV), Protection Against Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Architecture, Urban Planning, Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience liaising with other national/international institutions, the UN, and Non-Governmental Organizations (NGOs).
  • Relevant professional experience in shelter/ site planning operations in an emergency context is required.
  • Experience working in international organizations, the humanitarian community and familiarity with the humanitarian reform and cluster approach.
  • Experience in project management, coordination and/or implementation.
  • Experience in drafting donor proposals, technical requirements, and documents, and compiling diverse datasets.
  • Working experience in the region is an asset.
  • Management experience in conflict or post-conflict contexts is desirable.

Skills

  • Proven sense of detail and accuracy in all matters.
  • Reliable, able to work under pressure, good organizational skills, and drive for results.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Ukrainian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
