Context:

Under the overall supervision of the Senior Programme Coordinator (SNFI, CCCM, WASH, CBI) and direct supervision of the Programme Coordinator (WASH), the Project Officer – RCCE and Hygiene Promotion) will provide support in the implementation, strategy development, and monitoring of WASH Risk Communication and Community Engagement and Hygiene related activities.

Core Functions / Responsibilities:

  1. Support the development an overall behavior change strategy for integration of RCCE and hygiene and health promotion activities.
  2. Participate and facilitate the implementation of results-oriented interventions based on the approved overall strategy. Interventions may include, but are not limited to, awareness-raising events, communication and messaging, and training of staff and volunteers on good wash and public health practices.
  3. Support the resource mobilization efforts by implementing RCCE campaigns, organizing capacity-building activities, coordinating interventions with local authorities, other local humanitarian actors, and community leaders.
  4. Supervision and control areas /aspects:
  • Provide direct oversight to WASH and hygiene promotion operations in the field, including field-level coordination of mobilization activities such as hygiene kits distributions, RCCE campaigns, and community promotion activities related to WASH and public health.
  • Manage and supervise staff, Hygiene Promoters, Community Mobilizers, and OutreachWorkers. Supervise periodic training for staff to ensure the quality of messages and complete coverage of the population.
  • In coordination with Procurement and Logistic Unit (PLU), facilitate the procurement of culturally and linguistically appropriate Information, Education and Communication (IEC), materials like hygiene kits and others.

5. Monitoring and Evaluation:

  • In close coordination with Monitoring and Evaluation (M&E) and Information Management (IM) Unit, support the establishment (or maintenance) of a system to monitor activities and analyze the intervention’s progress, specifically aimed at increasing the effectiveness of hygiene interventions for better public health outcomes. Undertake field assessments in IOM areas of work on an as-needed basis. This should include recommending specific actions for improvement.
  • Support the monitoring and evaluation (M&E) WASH activities and the lessons learned activities.

6. Coordination:

  • Ensure coordination with local actors and the integration of critical messages for the prevention of water-related diseases and the prevention of gender violence (GBV).
  • Establish or strengthen partnerships with other clusters or agencies, where appropriate, to create synergies for raising awareness on the importance of good hygiene practices for public health.
  • Ensure cross-cutting matters are integrated into the WASH programming such as GBV, Accountability to Affected Populations (AAP), Environment, and other cross-cutting issues of relevance.

7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Public Health, Anthropology, Sociology, Environmental Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in community mobilization in developing countries, preferable in countries facing humanitarian crises and in support of emergency responses. Experience in the Middle East region is an advantage;
  • Experience working with different international organizations specialized in humanitarian assistance (e.g., UN agencies, INGOs, IOs, Donors);
  • Proven experience implementing interventions that include methodologies to address behavior change to promote hygiene; and,
  • Experience in the implementation of KAP surveys, PMD, and WASH evaluations.

  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

IOM’s official languages are English, French, and Spanish.
