Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Coordinator (Partnerships and Programme Development), and in coordination with other units, especially the Policy, Liaison and Programme Development (PLPD) Unit, the Project Officer (Project Development and Reporting) will be primarily responsible for assisting with and contributing to project development and reporting processes within the Response, Recovery and Resilience (RRR) Unit.

Core Functions / Responsibilities:

1. Contribute to project development for RRR Unit in close coordination with the Unit project managers by drafting segments or portions of concept notes, proposals and budgets, results frameworks and monitoring frameworks.

2. Consolidate concepts and project proposals (in the Project Information and Management Application (PRIMA)) in line with the Country Office’s (CO) strategy, operational priorities and needs of the RRR Unit in Ukraine, as well as with donors’ interests and requirements.

3. Report and follow up on contacts and meetings with donors, collate and provide updates on RRR Unit projects and activities, collect information about donors’ policies, approaches, and funding opportunities, provide feedback to relevant colleagues and services and provide information on the follow up as needed in view of new project opportunities.

4. Through close cooperation with the Monitoring & Evaluation (M&E) Officer, observe projects’ compliance with the objectives set in project documents and budgets, M&E frameworks and work plans, and facilitate overall compliance with donors’ contractual requirements, interests and expectations. Maintain up-to-date knowledge of all projects and programmes implemented.

5. Support fundraising efforts within the RRR unit, including, but not limited to, through contributions to the elaboration of documents such as appeals and response plans.

6. Support the review and editing of publications, studies and other documents drafted by project teams.

7. Coordinate the preparation and update of communication material, information sharing tools, and visibility/information materials geared towards the promotion of the International Organization for Migration’s (IOM) image through RRR programming in close coordination with the PLPD Unit and other relevant interlocutors within and outside IOM Ukraine.

8. Coordinate the preparation of project reports, consolidate and review interim and final financial and narrative reports for the assigned RRR projects and facilitate timely submission.

9. Support the effective implementation of RRR projects by contributing to results-based reporting in line with IOM internal guidance and policies and donor requirements, and by using IOM corporate tools such as PRIMA. Support project management in keeping the different PRIMA tools updated (risk monitoring, MS Project, results monitoring).

10. Provide and coordinate inputs for information requests from Headquarters, the Regional Office (RO), other IOM CO and external partners, such as donors, government, partner agencies, and implementing partners.

11. Liaise with donors on a regular basis to share monitoring reports, systems and findings, and to discuss avenues for improvement if necessary.

12. Contribute to the collection of accurate and up-to-date information on the implementation of RRR projects through regular coordination with relevant focal points within RRR, field offices and other units, as necessary.

13. Provide technical support to the Programme Coordinator and in close coordination with the M&E Officer for the development of internal and external evaluations. Coordinate the external assessment process, including quality assurance support for evaluations, by reviewing and compiling evaluation reports and comments, including sharing and using findings to improve project performance. As requested, accompany project teams and external partners such as donors on monitoring field missions to assist in improving the quality of overall project reporting in the RRR Unit.

14. Support the grant closing processes for assigned RRR projects including the review of the final report and the verification of the data base information.

15. Attend United Nations (UN) interagency working groups related to reporting, monitoring, evaluation and accountability as required.

16. Ensure accurate and pertinent records of all correspondence, project development and reporting files and administration information are maintained and updated.

17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, International Development, Social Sciences, Public Health or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience

Experience

• Experience working in the UN context, along with deep familiarity with the UN system, its agencies, funds and programmes;

• Experience in technical writing, editing, and reporting in English;

• Experience of project development and report writing in conflict settings and humanitarian support;

• Experience in developing and implementing M&E activities;

• Experience in successful resource mobilization;

• Experience in governmental and donor liaison as well as with national and international institutions.

Skills

• Familiarity with a multitude of international development and humanitarian areas of intervention;

• Knowledge of donor relations and funding mechanisms;

• Proven ability to understand and apply the project management cycle;

• Familiarity with monitoring and evaluation concepts and methods;

• Advanced research, outreach and communications skills;

• Demonstrable knowledge of the region, including Ukraine’s political and humanitarian issues;

• Excellent writing and editing skills in English.

• Computer skills and knowledge of databases, Microsoft applications, spreadsheets and word processing.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Russian/Ukrainian is an advantage.
