The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to many thousands of individuals each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.
Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centers (RSCs) provide critical support and processing services for resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages several RSCs which prepare applications for adjudication by and provide support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitate security and medical screenings, provide information about arriving individuals to resettlement agencies in the US and offer Cultural Orientation (CO) training to individuals departing for the US. The USRAP Processing Deployment Arrangement (PDA) was established to provide RSCs with more flexibility and agility when a temporary increase in processing is required or until an RSC (or other organization involved) is adequately staffed.
Under the overall supervision of the Senior Program Advisor (USRAP) and direct supervision of the Project Coordinator (Processing Deployment Arrangement), the Project Officer (Processing Deployment Arrangement) will be based in Washington, DC and will have the following duties and responsibilities:
Core Functions / Responsibilities:
1. Supervise the implementation of daily Processing Deployment Arrangement (PDA) activities in Washington, DC, including assisting with hiring, training, assigning duties to and supporting PDA staff members who engage in short-term deployments to Resettlement Support Centers (RSCs) globally.
2. Provide technical inputs for the development of formal feedback mechanisms for staff deployments. Utilizing these mechanisms, request, and review feedback on PDA staff members from RSCs during and following their deployments.
3. Provide technical inputs to support the development of training modules for PDA staff members in the areas of pre-screening, case management, communications, data integrity and working with vulnerable cases. Conduct and evaluate relevant training sessions on a regular basis.
4. Keep abreast of processing changes and updates to relevant systems and Standard Operating Procedures (SOPs) and share them with team members. Check if PDA staff members are trained on changes to processing that are specific to different regions and locations and advise the supervisor accordingly.
5. Provide technical and logistical support for pre-screening interviews and case management, as well as other relevant activities for RSCs remotely from Washington DC and while on short-term assignment (STA) to various locations abroad as needed, adhering to all security and travel protocols and procedures while on STA.
6. Track the outputs and outcomes of PDA staff members and share this data with the Project Coordinator (PDA), recommending improvements as required.
7. When PDA staff members are not on deployment, supporting the work of RSCs remotely or engaged in training, coordinate and supervise Washington, DC-based project activities.
8. Comply with data integrity procedures and processes for all RSC records in the START database. Utilize approved new tools that improve the quality of information entered into and extracted from START.
9. Maintain and ensure the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Bring non-compliance issues to the immediate attention of the supervisor.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Social Science, International Relations, Regional Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Experience in USRAP, particularly in RSC processing activities, such as employment verification, case creation, pre-screening, USCIS adjudications support, scheduling, field support and out-processing, is essential.
• Knowledge of USRAP program implementation and familiarity with IOM’s administrative, financial and business rules and practices is desirable;
• Strong written and verbal communication skills and ability to effectively communicate with and supervise a team;
• Demonstrated proficiency with START is an advantage;
• Excellent computer skills and a high level of proficiency in spreadsheet and database applications.
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Project Officers (PDA) must be ready, willing and able to frequently travel to and work in temporary field operations for periods of 60 days or more and to pass all security and medical clearances required to work in locations across the globe.
