Context:

In March 2022, the Democratic Republic of the Congo (DRC) accessed to the East African Community (EAC), and the regional organization has given the priority task of working on a new mission: restoring peace and stability in the eastern DRC. During the second Conclave of Heads of State on the Democratic Republic of Congo held on April 21, 2022, EAC member countries agreed to establish a peace process, commonly called the “Nairobi Process.” As part of the peace process, IOM intends to support the Congolese authorities in organization of consultations with relevant actors and stakeholders.

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Transition and Recovery Unit, the Project Officer will be providing technical inputs, information and guidance to the Congolese secretariat in charge of the peace process while supporting administrative, financial, and procurement processes for effective implementation of peace consultations.

Core Functions / Responsibilities:

  1. Provide technical inputs, information and guidance to the Technical Secretariat in charge of overseeing the implementation of the peace process in the eastern DRC.
  2. Provide technical and administrative support for the strengthening of the institutional capacities of the technical secretariat, particularly in terms of coordination and the establishment of collaboration mechanisms between the actors and stakeholders involved in the peace process.
  3. Act as a technical Focal Point of IOM and facilitate liaison between the IOM office and the Secretariat in charge of the peace process.
  4. Support the technical secretariat in the organization of consultations, meetings, and diplomatic shuttles by facilitating logistical arrangements (venues, DSA, flights tickets, rental of vehicles, etc.) at the provincial, national, and regional level.
  5. Support the technical secretariat in formatting the draft of reports, notes of meetings, roadmaps and resolutions following various consultations with actors and stakeholders to facilitate the quality and clarity of reports prior their final review and endorsement of government authorities.
  6. Collect needs and check that all procurement, administrative, and financial requests are processed on time in accordance with IOM rules and procedures.
  7. Support the technical secretariat in organisation of information sharing sessions with relevant actors, stakeholders and partners.
  8. Contribute to IOM knowledge management by timely documenting lessons learned challenges and good practices.
  9. Support IOM transition and recovery unit by facilitating the integration of cross-cutting issues such as communication with communities, accountability to affected population, protection mainstreaming, gender mainstreaming, disability inclusion, conflict-sensitivity and do not harm in terms of reference, project proposals and strategies.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Conflict Management and Resolution, Political or Social Science, Business Administration, and International Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in supporting project development, institutional strengthening, capacity building related activities in a developing country and post-conflict context;
  • Experience working in humanitarian, development, and peace nexus, complex project implementation, research, report writing;
  • Experience in Conflict Management and Conflict Resolutions;
  • Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;
  • Experience in supporting project development, management and reporting, humanitarian, and health crisis; and,
  • Experience in liaison with other UN, non-UN humanitarian actors and donors.

Skills

  • Excellent writing, editorial and communication skills for the drafting of texts and reports;
  • Ability to transmit information and guidance to team members in a clear and strategic manner;
  • Work strategically to reach the Unit’s goals and improve its outputs quality and reach;
  • Ability to assume responsibility for own tasks and delegated work, ensuring its timely delivery;
  • Knowledge and familiarity with stabilization programmes, and humanitarian- development and peace nexus mechanisms;
  • Excellent strategic, analysis and drafting skills;
  • Liaison with governments and international agencies, and donor relations; and,
  • Knowledge of IOM’s services, IOM’s reporting format and styles.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of local languages such as Lingala or Swahili is an asset.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
