Islamic Relief

The Project Officer reports to Senior Programme Officer (Area Supervisor) and s/he will be responsible for implementation of a livelihood project in Gaziantep and Şanlıurfa provinces. He/she will be reporting the overall projects progress. The Project Officer must work in compliance with Islamic Relief policies and procedures.

Main Duties and Responsibilities:**

  • The Project Officer will serve as a key member of the project team, providing support for implementation of project activities.
  • He/She will develop the methodology to assess beneficiary profiles, business feasibilities, eligibility criteria of individuals for grants.
  • Coordination with relevant stakeholders including government departments, UN agencies and other organizations to get support and ensure smooth implementation of project activities.
  • Conducting the feasibility studies to identify the potential beneficiaries in consultation with relevant stakeholders.
  • Provide support on a range of administrative/operational tasks including developing contracts; budget and expenditure tracking; monitoring workplans; liaising with and being a key focal point for project stakeholders.
  • Drafting ToRs for selected beneficiaries with clear roles and responsibilities for better outputs.
  • Finalizing the contract/grants documents and letters of agreement with institutions.
  • Regular follow-ups with the supported enterprises for smooth management of business to get maximum outputs.
  • Preparing the income analysis reports for the selected enterprises to see the progress of each supported business.
  • Identification and synthesis of best practices and lessons learnt directly linked to programme/project management.
  • Preparing Monthly, semi-annual, and final report.
  • Track project progress and provide regular support to ensure high-quality and timely implementation of project activities.
  • Conduct periodic visits to project sites to follow-up and support project implementation.
  • Ensure budget forecasting and expense planning.
  • Contribute to the development of project procurement plans.
  • Identify, track and manage operational, economic and environments risks for project.
  • Work in close collaboration with the different support departments (administration, finance, logistic, etc.).
  • Implement organizational policies and procedures.
  • Develop and deliver progress reports, documentation, and presentations.
  • Maintain communication and correspondence with partners, and beneficiaries.
  • To carry out other responsibilities and duties as requested by the line manager.

Requirements

  • Minimum of two years of relevant professional work experience in livelihood programs more specifically in enterprise or business development and job creation or similar fields is required.
  • Experience in designing and implementation development programme/project is highly desirable.
  • Proven experience in some of the following topic: economics both at macro and micro level, enterprise development, feasibility studies, livelihood program, market analysis and market-based approach
  • University degree from an accredited University in business administration, economics, sociology or social sciences.
  • Previous experience with United Nations organizations and/or NGOs in a similar position is preferred.
  • Proficiency in MS office and the ability to use software necessary for project management and reporting.
  • Fluency in written and oral English.
  • Arabic is must, Turkish is a plus.
  • Must have cultural sensitivity and the ability to work in a multi-cultural team.
