Context:

IOM’s operations cover diverse thematic areas such as: Humanitarian Relief Assistance, Protection (including Gender based Violence and Child Protection), Shelter and Non-food items (S/NFI), Health and Psychosocial Support, Resettlement, and Movement Management.

Under the overall supervision of the Head of Office, the direct supervision of the Assistance Programme (AP) Coordinator, and in collaboration with relevant teams onsite, the Project Officer (Non-Food Items (NFI)) will be responsible and accountable for the following:

Core Functions / Responsibilities:

  1. Supervise and coordinate the assessment, planning, procurement and distribution of non-food items (NFI), including the implementation and follow-up of procurement and delivery plans, warehouse verification and monitoring of activities.
  2. Monitor the NFI distribution teams and drivers, including the planning and scheduling of distributions and other relevant activities.
  3. Monitor the overall implementation of the NFI programme and check that scope, budget, time and quality are in accordance to the different projects specifications, donor requirements and IOM rules and regulations.
  4. Ensure timely and adequate implementation of the NFI’s programme activities in line with the program strategy and guidelines, targets and deadlines. Participate in the roll-out of assessments and post distribution monitoring activities.
  5. Coordinate the preparation of the delivery schedule and deployment plan checking that the NFI requirements are provided according to the procurement and delivery plan.
  6. Monitor distributions as and when required to beneficiaries, evacuees, migrants and other individuals selected for assistance under IOM’s various assistance programs.
  7. Coordinate the pipeline procurement planning, including discussion and follow-up of the procurement plan, delivery and transportation modalities, warehousing details and other documentation required such as cargo movement request, kitting requirements, specifications of the item, verification reports, waybills, etc.
  8. Closely liaise with the shelter agencies, government authorities, entities and other relevant stakeholders in all phases of the programmes implementation to help ensure that IOM Shelter/NFI activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level. Check that any needed operational agreement or authorization from the local authorities is convened so as to guarantee project stability and good relations with the local government, and bring issues to the prompt attention of the supervisor.
  9. Generate or draft documents necessary to implement IOM NFI activities, including Standard Operating Procedures (SOPs), reporting templates, material specifications, Bill of Quantities (BoQs), and other technical documents.
  10. Draft regular update reports that support IOM NFI programming, the preparation of donor reports, and other project requirements.
  11. Assist in developing a database and data processing tools.
  12. Facilitate the mainstreaming of protection, gender, diversity and inclusion, Accountability to Affected Populations (AAP) and Protection from Sexual Exploitation and Abuse (PSEA) in NFI activities and staff member composition.
  13. Closely coordinate with thematic units in relation to relevant capacity building for NFI staff.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Masters’ degree in International Relations, Social Sciences, Logistics or a related field from an accredited academic institution, with at least two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant working experience.

Experience

  • Experience in a similar operational role;
  • Experience working with humanitarian response, particularly project implementation, operations, coordination, transportation, distribution and general administrative duties;
  • Experience working with logistics, distribution management and warehouse monitoring;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

  • Excellent leadership skills and proven ability to establish and maintain effective working relationships with persons of diverse cultural and national backgrounds;
  • Excellent organizational and problem solving skills;
  • Ability to coordinate various activities harmoniously;
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either German, Dari and/or Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
