In Uganda, ZOA has offices in Kampala, West Nile (Arua), Acholi (Nwoya), and Karamoja (Amudat). ZOA Uganda works both in relief and recovery on the themes of food security & livelihoods, WASH, primary/accelerated/vocational education, and conflict management with a special focus on land security.

ZOA is looking for a: The Project Officer (PO) – MEAL /Education 1 Position

Purpose of the position
The Project Officer (PO) MEAL – HOPE Project, with support from the Project Manager Education, is responsible for the day to day planning and implementation of Monitoring, Evaluation and Learning (MEAL) activities under the HOPE Project funded by Education Cannot Wait (ECW) in 15 primary schools in Rhino and Imvepi Settlements, West Nile. The project runs from January 2022 to June 2022.

The PO MEAL actively contributes to (MEAL) capacity building of colleagues, volunteers and any local implementing partners.
Responsible for supporting strengthening of the MEAL system , data collection and monitoring and ensuring quality implementation of project interventions
The SPO MEAL will divide his/her time between MEAL (50%) and implementation of activities (50%).

Place in organization
The PO MEAL – HOPE Project is supervised by the PM, and closely coordinates with the POs, as well as ZOA staff working on other Education projects in West Nile. The PO MEAL will coordinate with other MEAL colleagues, including the MEAL Advisor (Programme Quality team, Kampala) for technical support and oversight.

Responsibilities and main activities
General
• Monitor and implement project activities in line with the project proposal and implementation plan
• Strengthen capacity of project team (and volunteers) in conducting result oriented basic monitoring and evaluation approaches;
• Account in a timely way for executed project activities in line with and according to relevant ZOA policies and guidelines;
• Ensure project outputs are consistent with project proposals, log frames /result frameworks and in line with quality standards and country policies;
• Oversee and ensures implementation is in line with standards and policies of both ZOA and Government of Uganda;
• Any other duty as assigned by the supervisor in line with the project.

Reporting
• Provide inputs to implementation plans and activity/monthly reports;
• Identify, document lessons learned and best practices;
• Prepare and submit well written success stories;
• Contribute to project reports or implementation plans as required by supervisor;
• Collect monitoring data according to ZOA’s systems and activities in the project;
• Actively participate in (technical) working groups and coordination meetings.

Characteristics of Role
The PO Education will be based at Rhino Camp in West Nile region. Regular field visits to the project locations/schools supported will take place. Regular visits to the ZOA office in Arua are anticipated, which may necessitate overnight stays in Arua. Visits to other locations may also be requested for coordination, training and learning.

The role is 1.0 FTE (40 hrs/ week). Working hours are outlined in the ZOA Uganda Conditions of Service. Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.

• Local government departments such as the District Education Office, Community Development Office, Sub County offices and others when deemed necessary;
• Other (I)NGO’s, CBOs and other civil society actors implementing education projects in the project area

• Members of the project team (Project Manager, Project Officers, Assistant Project Engineer);
• Other project teams;
• Support staff

Knowledge & experience
• Degree in Development Studies, Social sciences, Education, statistics, economics or other related relevant field;
• Background in education and/or Monitoring and Evaluation;
• At least 2 – 3 years of successful experience in a similar position implementing related projects;
• Experience in education projects and ASER/EGMA/EGRA tools and INEE standards is an added advantage;
• Understanding of the local context, culture, and language(s) in West Nile
• Excellent spoken and written command of English.
• Ability to ride motorcycle with a valid riding a permit class ‘A”

Skills:
• Good communication, writing and facilitation skills;
• Innovative, creative and enthusiastic;
• Good computer skills: Ms Excel and Ms Word;
• Self-motivator, able to work with limited supervision;
