Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organisation for Migration (IOM) Immigration and Border Management (IBM) Programme has evolved steadily over recent years in response to the need for innovative solutions to manage ever-increasing migration flows.

IOM Thailand Country Office (CO) IBM programmes work with governmental counterparts, including the Royal Thai Police agencies, along with other international law enforcement actors and relevant agencies in Thailand to strengthen migration and border management systems, processes and capacities. In particular, IBM initiatives includes delivering trainings on various IBM topics, providing support to border officials, advice and capacity building on border management including Health, Border and Mobility Management. These programmes support Thailand and partners to combat transnational organized crime such as migrant smuggling, improve border security and border management and contribute towards IOM’s global objectives of promoting humane and order migration.

Under the direct supervision of the Chief of Mission (CoM), and under the thematic oversight of the Regional Immigration and Border Management Specialist (RTS/IBM), the successful candidate will be responsible for the coordination and implementation of IOM Thailand activities in the areas of IBM.

Core Functions / Responsibilities:

  1. Implement and develop IBM-related programmes/projects, ensuring compliance with identified needs and IOM’s strategies, thematic guidelines and project development procedures, taking into account good practices and lessons learned.
  2. Develop and organise IBM-related training programmes and provide technical input when necessary, through research and training.
  3. Monitoring IBM-related issues and developments in Thailand and the region as well as contributing to the development of thematic reports and policies.
  4. Contribute to data collection and analysis; conduct research on relevant assigned topics; draft and/or contribute to information sheets, presentations, training curricula and materials and thematic guidance notes on IBM, Identity Management, Legal Identity, Travel Documents and other relevant topics.
  5. Develop and/or coordinate new IBM-related programmes/projects in close cooperation with the IOM Thailand team and the IBM Regional Thematic Specialist (RTS).
  6. Lead in required periodic programme and mission reporting relating to IBM, especially the United Nations (UN) INFO, IOM Institutional Questionnaire and relevant Priority Working Groups under the UN coordination system.
  7. Maintain strong working relationships with government and UN counterparts, other project units in IOM Thailand with a special focus on those coordinating/implementing IBM-related projects/programmes – and provide technical input, when necessary, through research and training.
  8. Monitor IBM-related issues and challenges, in close cooperation with the RTS and relevant headquarters (HQ) Divisions; monitor and share information in a timely manner on Calls for Proposals (CFP), Expressions of Interest (EOI) and other relevant IBM-related opportunities in coordination with IOM Thailand Policy and Programme Support Unit.
  9. Undertake project related duty travel as required as well as to represent IOM at IBM-related conferences, workshops and meetings.
  10. Perform such other relevant duties as maybe assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.

Experience

• Minimum of two to three years’ work experience either on project development, project management, database management, project monitoring and evaluation relevant to IBM; • Experience of working in a multi-cultural setting.

Skills

  • Advanced English writing, communication and negotiation skills.
  • Ability to collect and analyze data on IBM topics.
  • Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and photoshop with experience of maintaining a website.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in Thai language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
